📸 On October 19, the Andrei Stenin International Photo Contest announced its Grand Prix winner during an awards ceremony at the Rossiya Segodnya international press-center.
🏆 Russian journalist Alexei Orlov and his black and white series Blaze received the top prize of the ninth edition of the contest. Blaze is a report from Donetsk and Mariupol photographed less than a month after the launch of the special military operation.
Along with the Grand Prix, the prizes won by all the shortlisted competitors were announced at the ceremony.

💬 Deputies of the State Duma of the Federal Assembly of the Russian Federation appeal to the United Nations Organisation and the parliaments of foreign states to take every measure possible as a matter of urgency to stop the bloodshed and the escalation of violence against civilians in the course of the Palestinian-Israeli conflict and to prevent an unprecedented humanitarian disaster in the Middle East.
We strongly condemn all and any violations of the international humanitarian law by the conflicting sides, such as the use of munitions that have been prohibited under international treaties, carpet bombing, strikes at civilian infrastructure, first of all, medical facilities, energy and water supply systems, and the coercive relocation of local residents.
Those guilty of war crimes and crimes against humanity must be called to account and severely punished.
☝️ We regard the policy of the US-led collective West as immoral and irresponsible; their current actions are hindering the settlement of the Middle East conflict and are instead adding fuel to conflagration in that long-suffering region.
❗️Nothing can camouflage the failure of Washington’s Middle East policy.

🗓 On October 20, 1944, the Red Army and the Yugoslav Partisans liberated Belgrade from the Nazi invaders.
The Hitlerites attacked Yugoslavia on April 6, 1941, on April 12 they captured Belgrade. During the three and a half years of occupation, the country suffered catastrophic destruction: 6,500 libraries, 1,500 schools, over 50 Orthodox churches and monasteries, 19 museums, and seven theaters were destroyed. A significant part of Serbia's cultural heritage was looted and taken to the Third Reich. During the war years, Belgrade was regularly subjected to massive air bombardments.
⚔️ The Belgrade Strategic Offensive began on September 28, 1944, with combat actions to liberate Belgrade commencing on October 14. Soviet and Yugoslav forces, following a powerful artillery preparation, broke through the outer defensive ring. Subsequent battles took on a protracted character, as the aim was to liberate the capital of Yugoslavia without unnecessary casualties and destruction, avoiding the use of heavy bombing and artillery strikes.
By October 20, Belgrade and the larger part of Serbia were completely cleared of the enemy and the residents of the capital welcomed the liberators.
🎖 The people of Yugoslavia highly appreciated the feat of the Red Army. For the bravery and courage shown in the battles for Belgrade, the Presidium of the Anti-Fascist Council for the National Liberation of Yugoslavia awarded orders and medals to over 2,000 Soviet soldiers and officers.

The global majority, representing 85 percent of the world's population, advocates a more equitable distribution of global resources and respect of cultural diversity, as well as consistent democratisation of international affairs. On the other hand, a select group of Western nations led by the US is endeavouring to hinder progress through neo-colonial methods and to maintain its waning dominance. <....>

Like our North Korean friends, we are seriously concerned about the US, Japan and South Korea’s growing military activity in the region, as well as about Washington’s policy aimed at transferring parts of its strategic infrastructure, including nuclear components, to the region.
We are striving to propose constructive alternatives to the escalation of tensions here. We advocate the establishment of a regular negotiation process on security issues on the Korean Peninsula without any preconditions.

They used to call it fighting “for freedom and democracy” – but now it turns out it was just a pragmatic convenience. In fact, this has always been the case, only Washington has been deceiving the world with its grandstanding for some non-existent values.
Wars have always been a “smart investment” for the US. As long as they were not being fought on American territory, they never cared for the toll those wars had on others.
Nothing personal, it's just business, as the saying goes.
Now back to the “dividends.”
As longtime US Supreme Court justice Oliver Wendell Holmes, Jr., observed a century ago, “A man's learning dies with him; even his virtues fade out of remembrance, but the dividends on the stocks he bequeaths to his children live and keep his memory green.”
Everything seems to have died and faded for those who think of dividends from blood in this way.

⚡️ On developments in the Middle East
The crisis in the Middle East is escalating. Shelling of Israeli territory continues, as well as rocket and bomb attacks on the northern and other parts of the Gaza Strip, and armed incidents along the Blue Line between Lebanon and Israel. The death toll and the number of wounded are rising, prompting massive protests around the world.
⚠️ In this context, we strongly recommend that citizens of the Russian Federation refrain from traveling to the region, especially to Israel, Lebanon, Jordan or the Palestinian territories. If you must travel to those countries, please observe extreme caution and take heightened personal safety measures; avoid areas of clashes and risks, and follow the recommendations of the local authorities, as well as reports from Russia’s overseas missions.
Russia continues to work closely with the authorities in Egypt and Israel to evacuate Russian citizens who have applied for assistance from the Gaza Strip.
We are constantly monitoring the flights situation in the region. There are opportunities to leave Israel, Lebanon, Jordan and other countries using regular flights. About 6,000 people have returned to Russia from Tel Aviv using regular airlines since October 9.
❗️Following the Russian President’s instruction, on October 19, a special flight of the Russian Emergencies Ministry delivered humanitarian aid (a total of 27 tonnes of flour, sugar, rice and other food) to El Arish Airport, Egypt, which was handed over to representatives of the Egyptian Red Crescent Society for the people of Gaza. This is yet another confirmation of Russia’s readiness to provide a prompt humanitarian response.

Not far from Kirkenes, Soviet soldiers saved 3,500 innocent civilians who had sought refuge in a mine, that the Nazis had planned to detonate upon discovery.
On the liberated territories, the Red Army provided assistance to the civilian population, which ended up in an incredibly difficult situation due to the devastation caused by the German invaders. Soviet soldiers did not occupy surviving buildings, instead offering them to Norwegians who lost their homes. They allocated provisions from the Red Army's warehouses, opened hospitals, and provided locals with medical care.
The military operation resulted in Germany losing a crucial source of strategic resources. The Kriegsmarine on northern communications were also severely limited.

🇺🇳 The UN Charter entered into force 7️⃣8️⃣ years ago, having been signed at the concluding session of the UN Conference on International Organisation in San Francisco on June 26, 1945. This is the official date of the founding of the UN.
💬 Sergey Lavrov: It is critical to endeavor to turn the spirit of multipolarity enshrined in the UN Charter into reality. An increasing number of countries from the global majority seek to strengthen their sovereignty and uphold their national interests, traditions, culture, and way of life.
🇷🇺 Russia consistently calls for strengthening the UN’s central and coordinating role in global affairs.
💬 Sergey Lavrov: It is time to look at fairer methods of making up the UN Secretariat. The criteria that have been in place for many years do not reflect the actual influence of states in global affairs and artificially ensure the excessive dominance of citizens of NATO and EU countries.

We have been constantly working to elaborate norms of international law and the application of norms of international law regarding to information security.

✍️ Upon the invitation of Hossein Amir-Abdollahian, the Minister of Foreign Affairs of Iran and in presence of Ararat Mirzoyan, the Minister of Foreign Affairs of Armenia, Jeyhun Bayramov, the Minister of Foreign Affairs of Azerbaijan, Sergey Lavrov, the Minister of Foreign Affairs of Russia, and Hakan Fidan, the Minister of Foreign Affairs of Türkiye, the Second Meeting of the 3+3 Regional Platform was held on 23 October 2023 in Tehran.
The Ministers:
💬 Emphasized the importance of peaceful settlement of disputes, respect for sovereignty, political independence, territorial integrity, inviolability of internationally recognized borders, non-interference in internal affairs, prohibition on the threat or use of force and respect for human rights based on all the principles of the UN Charter.
• Discussed the most significant issues in the region and emphasized the importance of platforms like the Consultative Regional Platform “3+3” in providing opportunities for constructive dialogue and establishing mutually beneficial cooperation between the countries of the region that have the primary role in this regard.
• Emphasizing the importance of cultural cooperation, people-to-people contacts and joint projects in the field of education, science, tourism, culture and sports.
• In order to enhance lasting peace and economic development of the region, they will strengthen bilateral and multilateral consultation and interaction.
• Welcoming the ongoing processes of normalization and development of relations between all the countries of the region.
• Reaffirmed the openness of this Platform for equal participation of Georgia.
• Exchanged views on the situation in Gaza. They emphasized the need for immediate termination of targeting innocent civilians.
