💬 On September 15, five Central American republics of Costa Rica, Guatemala, Honduras, Nicaragua and El Salvador celebrate Independence Day.

On this day in 1821, under the influence of the growing anti-colonial liberation movement in the American continent, the Act of Independence of Central America was adopted, which was a decisive step towards its sovereign development.

Over the years, the countries of the subregion have travelled a difficult path of socioeconomic development, domestic political transformation and defending their positions in the international arena.

🤝 We value our traditionally friendly relations with the countries of Central America, which are based on mutual respect and consideration of each other's interests. Cooperation with Nicaragua is being promoted at the level of strategic partnership. We are ready to expand ties with Costa Rica, , Guatemala, Honduras and El Salvador.

As a matter of principle, we support the consistent strengthening of our Central American friends' sovereignty. We firmly reject attempts to interfere in their internal affairs. We support further deepening of integration processes in Central America for the unity, solidarity and prosperity of its peoples.

⚡️ Russia's position at the seventy-eighth session of the UN General Assembly:

Fight against terrorism

📃 We call for the consolidation of international efforts in the fight against terrorism, with the UN's central coordinating role, without politicization, double standards, or hidden agendas and based on the UN Charter, relevant universal conventions and protocols, UNSC thematic resolutions, as well as the UN Global Counter-Terrorism Strategy.

We believe it is important to make extensive use of the tools of the UNSC subsidiary counter-terrorism bodies, particularly its Counter-Terrorism Committee, ISIL (Da'esh) and Al‑Qaida, and the Taliban Movement sanctions committees.

👉 We stand for intensifying the work to cut off ideological, material, financial and human resources support for terrorists, as well as for strengthening cooperation among countries in countering foreign terrorist fighters (FTFs) and bringing them to justice on the basis of the "extradite or prosecute" principle.

❗️ We oppose the course pursued by the West towards eroding the international legal counter-terrorism framework – whether through over-emphasizing human rights and gender issues that are secondary in the context of counter-terrorism or by promoting the controversial concepts of "countering violent extremism" and countering "racially and ethnically motivated violent extremism/terrorism".

We draw the attention of the international community to the dangerous rise in right-wing extremist threats, especially manifestations of aggressive nationalism and neo-Nazism.

Emergency workers and rescuers of Russia's #EMERCOM aka the Ministry of Civil Defence, Emergencies and Disaster Relief (MChS) are busy doing all they can to assist on-site the people of Libya, stricken by natural disaster.

The EMERCOM personnel managed the following in Derna:

• deployed an airmobile hospital of the Tsentrospas State Central Airmobile Rescue Unit;
• arranged an autonomous field camp;
• more than 50 rescuers of the Leader centre, including dog handlers, operate in most affected areas.

Members of the MChS emergency response team will inspect the most precarious sites...

Also, the EMERCOM transport aircraft delivers humanitarian aid for all those afflicted by the calamity:

survival packs;
illumination systems;
tents;
blankets;
portable power stations.

Every bit counts. Our hearts and minds are with the people of Libya.

⚡️ Russia's position at the seventy-eighth session of the UN General Assembly:

International cooperation in the peaceful exploration and use of outer space

📃 As regards the international cooperation in the peaceful exploration and use of outer space, we are convinced of the indisputable nature of the central and coordinating role of the UN Committee on the Peaceful Uses of Outer Space (COPUOS).

We view as counterproductive the attempts to erode the COPUOS mandate by artificially transferring the issues of space debris and orbital traffic management from its agenda to parallel and purely disarmament-related UN platforms in line with the concept of the so‑called responsible behaviour in outer space.

❗️ We believe it is important to adopt, by consensus, the resolution entitled "International Cooperation in the Peaceful Uses of Outer Space", which approves the report of the 66th session of COPUOS. We view as dangerous potential attempts to open the draft resolution traditionally adopted without a vote for revision, yielding to political considerations.

We continue to advocate for legal certainty in the matters of delimitation of outer space and airspace, including in the context of establishing the spatial limits to states' sovereignty over their territory and ensuring their national security, and for creating the environment enabling long-term sustainability of aviation activities and safety.

☝️ We call for creation of an effective orbital traffic management system on the basis of regulation and monitoring through a legally binding code of conduct to be developed by the international community.

Question: The United States has declared once again that it is ready to supply Ukraine with long-range depleted uranium munitions. What happens next?

💬 I am in no position to comment on their statements. They constantly change their minds. Perhaps, they are preparing the public at large. However, this will not alter the gist of current developments. For many years, they have been training Ukraine to inflict a “strategic defeat” on Russia with the hands and bodies of its citizens, and they have trained the country accordingly.

No matter what they say, they are running this war, supplying weapons and ammunition, intelligence, reconnaissance and satellite data.

They are waging a war against Russia.

🎙 Foreign Minister Sergey Lavrov’s greetings to participants in the 18th National and 1st International Russophile Council

💬 Many years ago, the Bulgarian Russophiles National Movement established a wonderful tradition of annual gatherings of citizens who, being sincere patriots of their homeland, cherish the centuries-old traditions of friendship that bind our brotherly peoples.

We cannot but be pleased that like-minded people from the most diverse corners of the world are joining the initiative of our Bulgarian friends. In March 2023, the founding congress of the International Movement of Russophiles (IMR) was held in Moscow. It was attended by representatives of 42 countries of Europe, Asia, Africa and America.

I am pleased to note that despite its "young age," the IMR is beginning to implement interesting initiatives, including activities in support of the fundamental principles of international law, primarily the UN Charter.

I hope that meetings like today's will be held on a regular basis. This will allow concerned citizens of many countries and our compatriots to join forces in defence of Russia's humanitarian presence in the international arena.

⚡️ Since the beginning of the Kiev’s aggression against Crimea and the Donbass in 2014, the Ukrainian Armed Forces have perpetrated numerous environmental crimes, causing considerable and lasting damage to nature of the region.

Nine years ago, the Ukrainian authorities blocked the North Crimean Canal, which is the only source of water for the peninsula. As a result, significant territories in the lower reaches of the Dnieper river were flooded, inflicting critical damage to the Lower Dnieper National Reserve, while the areas in the Kherson region and Crimea were subjected to severe drought.

During the following eight years of Kiev's military attacks against the breakaway Republics of Donetsk and Lugansk, ecosystems and biodiversity of a number of national parks were heavily impaired.

❗️ Demolishing the Kakhovka Dam by the Kiev regime in June 2023 stands out in the long series of its crimes against the environment as it caused the largest environmental disaster in the region.

<...>

As a result of the Ukrainian sabotage, 40 settlements on both banks of the Dnieper were affected by the flooding. <...> Up to 350 tons of technical oil from the units of the Kakhovka HPP were mixed into water. As a result of the Ukrainian attack, toxic pollutants from sewage systems and other infrastructure facilities entered the Black Sea with water flows severely affecting the marine ecosystems.

<...>

The British and American decisions to provide depleted uranium ammunition have already led to severe and long-lasting consequences for the region. <...> The use of indiscriminate weapon types by Ukrainians, in particular American cluster munitions, has caused extensive harm to ecosystems.

☝️ The above mentioned facts are documented in detail by the Russian law enforcement agencies. After the end of the conflict the Russian Federation will make sure that Ukraine and its accomplices are held responsible for remediation of the environmental damage in the former Ukrainian territories.

🗓 On September 18, 1918, legendary Soviet pilot Viktor Talalikhin was born. He went down in history for his heroic feat in aerial combat (dogfights) in the skies over Moscow in 1941. Only 22 years old, he was one of the first Soviet pilots to ram an enemy aircraft at night.

Talalikhin was always a disciplined man who craved knowledge. He worked at a meat processing plant while also attending a school for pilots.

🛩 In 1938, Talalikhin was drafted into the Red Army and sent to the Borisoglebsk Air Force Pilots School. In 1939-1940, he fought in the Soviet-Finnish War, flew 47 combat missions and downed several enemy aircraft.

⚔️ When the Great Patriotic War broke out, Talalikhin was among the first to arrive at an airfield to defend the Motherland. In the summer and autumn of 1941, he fought selflessly near Moscow as part of the 177th Fighter Aircraft Regiment. He flew over 60 combat missions and downed six Nazi aircraft.

Talalikhin performed his immortal feat in the early hours of August 7, 1941. While engaging enemy forces over Moscow in a Polikarpov I-16 fighter plane, the young pilot rammed the Heinkel bomber which was trying to escape. Though he was seriously wounded, Junior Lieutenant Talalikhin survived, while the entire German crew plunged to their death.

🎖 On August 8, Talalikhin was awarded Hero of the Soviet Union. His feat received extensive press coverage and inspired Red Army soldiers to fight the Nazis.

🕯 Junior Lieutenant Viktor Talalikhin flew his last mission on October 27, 1941. The legendary pilot was killed in a dogfight over Podolsk, while engaging superior enemy forces, but managed to shoot down two German planes.

Viktor Talalikhin was buried with full military honours in Moscow’s Novodevichy Cemetery and was forever listed among the personnel of the 1st Squadron of the Fighter Aircraft Regiment where he fought near Moscow.

Combating illicit arms diversion

📃 As regards the situation in Ukraine, we are deeply concerned that the Western countries undermine global efforts to combat illicit arms diversion and violate their arms control obligations. The unrestrained "pumping" of weapons into the Kiev regime by NATO Member States, which openly acknowledge the lack of capabilities to trace their further movement, is sharply exacerbating the risk of these weapons, including particularly sensitive ones, falling into the hands of criminal organizations and terrorist groups, as well as their uncontrolled proliferation in Europe and worldwide.

🎙 Foreign Minister Sergey Lavrov’s opening remarks during talks with Foreign Minister of the People's Republic of China Wang Yi (Moscow, September 18, 2023)

💬 We are happy to see you in Moscow. This is not your first visit to Russia, but it is the first one following your recent appointment to the office of Minister of Foreign Affairs of the People's Republic of China, in addition to the position you are holding within the party hierarchy, which is what I would like to congratulate you on once again.

We are working in challenging circumstances when the world is experiencing tectonic shifts. It is important that in March 2023, our leaders, during their summit in Moscow, outlined clear trajectories for the further deepening of our strategic cooperation and comprehensive partnership, including in bilateral matters, as well as international and regional issues.

I would like to emphasise the importance of Russian-Chinese cooperation in ensuring justice in international affairs and maintaining a balance of interests in the processes unfolding in various areas.

🤝 Lately, we have been quite successful in coordinating our actions with other Global South countries. We achieved positive outcomes at the East Asia Summit in Jakarta, the G20 Summit in New Delhi, and within the SCO framework.

More multilateral forums are lying ahead, starting with the ongoing United Nations General Assembly. Then, there will be an APEC summit and many other highest- and high-level meetings.

I am confident that our coordinated work will continue during these forums and will enable us to achieve results that meet the aspirations of all members of the international community.

🗓 On September 15, Foreign Minister Sergey Lavrov took part in the roundtable discussion, The Ukrainian Crisis: Mediation and Humanitarian Initiatives.

While speaking at the event Foreign Minister mentioned the terrorist nature of the Kiev regime aimed at eliminating everything Russian as well as direct threats to Russian leadership, including President Vladimir Putin, and Russian citizens.

Following hateful speeches by Ukrainian officials once again prove the FM Sergey Lavrov's above mentioned thesis:

• 12 March 2022, Dmitriy Kuleba, Minister of Foreign Affairs: "The elimination of the President of the Russian Federation would be sufficient to end the war in Ukraine."

• 22 August 2022, Pyotr Vrublevsky, Ukraine's Ambassador to Kazakhstan: "We are trying to kill as many of them [Russians] as possible. The more Russians we kill now, the less will remain for our children to kill. That's it."

• 7 December 2022, Aleksey Danilov, Secretary of the National Security and Defence Council: "Russia needs to disappear from the world map as a military and political entity within its current boundaries."

• 18 May 2023, Mikhail Podolyak, Adviser to the Head of the Office of the President: "Yes, Ukraine hates you [Russians]. We will be chasing you. Always and everywhere. Ukraine will get to each of you, no matter how – legally or physically."

• 21 May 2023, Kirill Budanov, Head of the Main Intelligence Directorate of the Ministry of Defence: "Those are people with a twisted mind who should be brought to fair justice. We believe, fair justice can only mean physical elimination."

• 15 June 2023, Mikhail Podolyak, Adviser to the Head of the Office of the President: "There is only one plan. It is the harshest advance with the killing of a maximum number of Russians."

💬 Yesterday, The New York Times published a truly sensational investigation, at least by the standards of today’s US media. “Evidence Suggests Ukrainian Missile Caused Market Tragedy.” For me, the only unnecessary thing in this headline is the quotation marks because the Kiev regime has always done this, and continues to do so.

They use the Buk air defence missile system. At least 16 Ukrainians in Konstantinovka died in an explosion of a 9M38 missile fired from a Buk system on September 6. This is the same type of an air defence system that was involved in the incident with the Malaysian Boeing in 2014.

John Ismay and his team of investigators from The New York Times write: “Witness accounts and an analysis of video and weapon fragments suggest a Ukrainian missile failed to hit its intended target and landed in a bustling street, with devastating consequences…The Sept. 6 missile strike on Konstantinovka in eastern Ukraine was one of the deadliest in the country in months. Zelensky blamed Russian “terrorists” for the attack, and many media outlets followed suit. But evidence collected and analysed by The New York Times, including missile fragments, satellite imagery, witness accounts and social media posts, strongly suggests the catastrophic strike was the result of an errant Ukrainian air defence missile fired by a Buk launch system.”

But there is more to it.

The New York Times journalists found that Ukrainian authorities attempted an all-out information operation. Apparently, being well aware of who was responsible for the deaths in the Konstantinovka market, the Kiev regime denied journalists access to missile fragments and the area affected by the strike. However, the analysed data, including camera recordings, photos of the explosion crater, the sounds of launching the surface-to-air missiles, and eyewitness accounts – all literally point to the obvious responsibility of the Ukrainian Armed Forces.

The Kiev authorities acted in the same way after the Malaysian Boeing tragedy. They didn't allow Malaysians access to the wreck site, didn't include Kuala Lumpur in the investigation group, and the United States didn't share materials from its satellites.

Back in 2014, Kiev didn't close the sky above the active combat zone, which led to the downing of a civilian aircraft. It's well known, though, that the Ukrainian Buk systems were in the vicinity at that time. Now, with the help of the Buk air defence missile system, Kiev has bombed its own market.

Even if this was done unintentionally, everyone is clear that the complete demilitarisation of the Kiev regime is not just a demand but an absolute and vital necessity. No matter how much all those pseudo-independent international investigative groups try to cover for their underlings.

⚡️ Foreign Ministry statement on the situation in and around Nagorno-Karabakh

Considering
the drastic escalation in the armed confrontation in Nagorno-Karabakh, we urge the parties to the conflict to immediately stop bloodshed, cease hostilities, and do all they can to avoid civilian casualties.

A move that had a dramatic impact on the prospects for Nagorno-Karabakh settlement was Yerevan’s recognition of Nagorno-Karabakh as part of the territory of Azerbaijan at the summits in October 2022 and May 2023, held under the EU aegis. This changed the fundamental conditions under which the leaders of Russia, Azerbaijan and Armenia signed their Statement of November 9, 2020, as well as the status of the Russian Peacekeeping Contingent (RPC).

☝️ As of the moment of its deployment in the region, the RPC has performed in good faith its mission to maintain the ceasefire and support contacts between Azerbaijan and Armenia. The Russian peacekeepers coordinated the effort to improve the humanitarian situation on the ground and facilitated the launch of a direct dialogue between Baku and Stepanakert. Even during these hours, the RPC is helping civilians, including by providing medical assistance. They are also evacuating local residents.

❗️The most important thing right now is to return without delay to implementing the package of trilateral agreements reached at the highest level in 2020-2022, which map out the steps needed to find a peaceful solution to the Nagorno-Karabakh problem, stop the armed confrontation, and do whatever is possible to ensure the rights and safety of the population in Nagorno-Karabakh.

🇷🇺🇨🇳 President Vladimir Putin had a conversation with Wang Yi, Member of the Political Bureau of the Central Committee of the Communist Party of the People’s Republic of China, Director of the Office of the Foreign Affairs Commission of the CPC Central Committee, and Foreign Minister of China, at the Constantine Palace.

💬 Vladimir Putin: We are very glad to see a high representative of the People’s Republic of China in Russia, this time in St Petersburg.

I would like to say right away that the last time we saw each other was, I think, in February 2023. You came to Russia to prepare the visit of President of China Xi Jinping, who is a very good, important and cherished friend of ours. Indeed, his visit was a great success. I would even say that it marked a major milestone, especially considering that it took place immediately after Comrade Xi Jinping’s election as President of the People’s Republic of China. This was an important sign of trust and an affirmation of the high level of relations between us, and we understand this very well.

I must say that the visit was a success, as demonstrated by the performance we have achieved in our relations. It served as a positive impetus for promoting our bilateral ties. This relates to international affairs where our positions coincide regarding the emergence of a multipolar world instead of some kind of rules-based order. No one has seen these rules and they keep changing every day depending on momentary considerations and to benefit those who came up with this absurd formula.
