❓ Question: Russia still maintains sanctions against North Korea. How does this agree with the new stage in relations with Pyongyang?
💬 Sergey Lavrov: Sanctions against North Korea were introduced in a totally different geopolitical situation. At that time, there were problems with starting a dialogue and there were pointed debates at the UN Security Council. But in 2017, when the latest resolution was approved, we said firmly that there would be no further sanctions against North Korea. Our Chinese partners adopted an identical position.
This was primarily because all our Western colleagues promised to follow the political track and address humanitarian issues in parallel with the measures pursued by the UN Security Council. This was yet another lie. They deceived us, along with the Chinese, and the North Koreans.
In May 2022, therefore, when the Americans wanted to approve yet another resolution on sanctions, we blocked its passing. Moreover we and our Chinese friends drafted a resolution aimed entirely at solving the DPRK’s grave humanitarian problems and at resuming the political process as part of the project to strengthen security in Northeast Asia.
Instead, the Americans, along with South Korea and Japan, as well as the British, the Australians, and potentially New Zealand, are rushing weapons to the area. They are also transferring elements of their strategic forces to the south of the Korean Peninsula and discussing the possibility of their nuclear weapons being deployed under this or that guise in South Korea and Japan. Their flat refusal to become involved in any political measures dooms to failure any further attempts to push a sanctions resolution through the UN Security Council.

💬 Sergey Lavrov: In 2022, Vladimir Zelensky signed an executive order prohibiting any talks with the Russian Government or Vladimir Putin. The whole world knows this. If those directing the actions of this regime decided that the Ukrainians must be ready to enter into talks, the first step would probably be to recommend or order that they rescind the order or decree prohibiting these talks.
President of Russia Vladimir Putin has said many times that Russia does not reject talks. Those trying to avoid talks must know that the longer they drag their feet on this matter, the harder it will be for us to find common ground.
❓Question: Some claimed that the goal for his trip to Kiev was to convince Kiev to enter talks.
💬 Sergey Lavrov: I would rather not try to make any guesses on this matter. So far, the Ukrainian regime has been berating everyone, including the Americans, the Europeans, and all other countries, asking for more money, assistance, weapons and ammunition.
Representatives of the Ukrainian regime can be heard making statements to this effect every day. Dmitry Kuleba, the so-called colleague of mine, has recently met with Germany’s Foreign Minister Annalena Baerbock in Kiev and complained on camera that the Germans refuse to supply long-range missile systems. He ended his diatribe by saying that they would end up delivering these weapons anyway.
This is the kind of client Ukraine is. Those who created this regime must know how to deal with it.

1️⃣0️⃣0️⃣ years ago, on September 13, 1923, Zoya Kosmodemyanskaya was born: partisan, saboteur, and the first woman awarded the title Hero of the Soviet Union (posthumously) during the Great Patriotic War.
When the war broke out, Zoya had just finished the ninth grade of a Moscow secondary school. In October 1941, at the height of the Battle of Moscow, she was, at her own initiative, enlisted as a private in reconnaissance and sabotage military unit No. 9903.
In November 1941, Zoya’s group operated near Volokolamsk: it participated in mining roads and destroying enemy wire lines. While performing a combat mission in the village of Petrishchevo, the girl was captured by the Nazis.
Despite being tortured and bullied by the Germans, the girl did not betray any of her comrades, nor did she give up any information that constituted a military secret. Desperate to get any information, the angry Nazis decided to hang her in front of the residents of a village occupied by the Nazis.
💬 Zoya’s last words were: “You’ll hang me now, but I’m not alone. There are two hundred million of us. You cannot hang everyone. I will be avenged.” The girl’s body hung in the square for about a month, and the Germans mocked it. She was only 18 years old when she died...
🎖 On February 16, 1942, Zoya Kosmodemyanskaya was posthumously awarded the title Hero of the Soviet Union. Her heroic deed was remembered many times in literature and music while dozens of streets, a mountain peak and an asteroid were named after her.
Her example inspired hundreds of thousands of other young people to resist the enemy. In particular, Zoya’s younger brother, Alexander Kosmodemyansky went to the front at the age of 17 after his sister died. The future Hero of the Soviet Union wrote the inscription, “For Zoya” on his tank.

International information security
📃 We advocate for maintaining the central role of the UN, in particular the Open-Ended Working Group (OEWG), in the global negotiation process on international information security (IIS). It is important to prevent the Western countries from replacing the OEWG with non-transparent mechanisms under their control and defend the strictly interstate character of the adoption procedure for universal decisions on IIS.
❗️ The Group should focus its work on giving binding legal effect to the rules, norms and principles of responsible behaviour in the information space. We call for the development and adoption of a universal international legal instrument aimed primarily at strengthening cooperation in preventing conflicts in the use of ICTs.
👉 Together with a group of supporters, we have drafted and presented an outline of a UN convention on IIS to provide a model for such document.
We intend to submit to the First Committee of the 78th UNGA session an anniversary (25 years) Russian draft of the annual resolution "Developments in the field of information and telecommunications in the context of international security". It will reflect the outcomes of the OEWG's work in 2023, including the creation of a global intergovernmental registry of points of contact for the exchange of information on computer attacks/incidents. We urge all countries to support our draft.
Similarly, we view the formation of an international legal regime for the fight against information crime as a priority within the Third Committee of the UNGA. We believe it is necessary to conclude a universal treaty aimed at countering the use of ICTs for extremist, terrorist and other criminal purposes and building mutually beneficial international cooperation among law enforcement agencies in this area.

🗓 On September 13, 1943, 8️⃣0️⃣ years ago, the Presidium of the Supreme Soviet of the USSR issued a decree posthumously conferring the Hero of the Soviet Union title on the leaders of Young Guard – the underground Komsomol organisation in Krasnodon – Ulyana Gromova, Ivan Zemnukhov, Oleg Koshevoy, Sergey Tyulenin and Lyubov Shevtsova.
Krasnodon was occupied by the Nazis in July 1942. Almost immediately, youth underground groups began forming in the city and its environs.
By the end of September, smaller groups merged into a single organisation they called the Young Guard. According to various estimates, the group included up to a hundred young adults, the youngest of them only 14.
💬 When they joined the Young Guards new members took the oath: As I join the ranks of the Young Guard, I do solemnly swear in front of my brothers in arms, in front of my long-suffering native land, and in front of all the people... I swear to avenge mercilessly the cities and villages that were burned down, our people’s blood...
⚔️ The Young Guard members fought bravely and selflessly against the German invaders in their hometown of Krasnodon in Donbass. They carried out successful acts of sabotage, distributed anti-fascist leaflets, destroyed the Nazis' vehicles and provisions, and took part in saving Soviet soldiers from captivity.
🕯 After the Nazis tracked down the underground group in January 1943 and mass arrests began, the Young Guards who were captured by the Germans refused to cooperate with the enemy despite brutal torture and cruelty, and gave their lives for the Motherland. Only 14 Young Guard activists managed to escape and continued to fight the Nazis.
On March 1, 1943, the murdered members of the Young Guards were buried with honours in a communal grave in the Komsomol Park in the centre of the city.

🇺🇸 We have taken note of the bulletin published by the Global Engagement Centre of the US Department of State titled The Kremlin’s War Against Ukraine’s Children, which is a package of absurd accusations against Russia.
That combination of fake information was previously used by many Anglo-Saxon media outlets at the behest of the Kiev regime and the Western PR companies serving it. That fake information has been given official status by the United States’ foreign policy department.
❗️ We have picked apart these lies several times with the help of concerned experts. In April 2023, Presidential Commissioner for Children’s Rights Maria Lvova-Belova, who is mentioned several times in the bulletin of the US Department of State, spoke in detail at the Foreign Ministry of Russia about her activities during the special military operation and presented a special bulletin, which included details about the protection of children’s rights and debunked fake news promoted by the Ukrainian and Western media and official agencies.

Once again: the Russian Federation does not have a programme for the adoption of children from the zone of the special military operation. Information about thousands of children being adopted there is inaccurate.

Russia has never kept secret its activities in the interests of Ukraine’s children on our territory. Maria Lvova-Belova reports regularly, based on facts and figures, including for the international audience, about the situation of children evacuated from the zone of hostilities and measures taken by appropriate Russian agencies to help with the reunification of underage Ukrainian citizens with their relatives.
☝️ With this aim in view, we have established ties with the International Committee of the Red Cross and liaisons from the Ukrainian side. This information is publicly available. However, the US Department of State never publishes it, preferring instead to compile “reports” that are based on sick fantasies instead of facts.

Excerpts from the opening remarks of the Mufti of Moscow, Head of the Spiritual Assembly of Muslims of Russia Albir Hazrat Krganov:
💬 Over the past two decades alone, humanity has gone through a stage of enormous transformation. The traditional institutions of humanity – the family, notions of good & evil and, as a consequence, religion – have been exposed to the most severe attack.
It is our common duty as shepherds and mentors in the face of all these challenges to give a clear moral assessment, to form a positive, forward-looking agenda, to inspire faith and hope for the best in our people.
Throughout this year, we have repeatedly witnessed blasphemous acts in a number of European countries against the Quran, which have caused a storm of fair protests and outrage throughout the Muslim world. The flames of burning Quran in Europe not only burned the souls of believers, but also spotlighted the falsity of pseudo-values and the ambiguity of the points of law.
☝️ Such actions have a very specific purpose, namely to increase the onslaught on Islam as a world religion and tradition, to cause rift and further division between countries and peoples.
❗️Strongly condemning such excesses, we should draw clear lines between those who advocate dialogue among people of different cultures and civilizations and those who, as Russian President Vladimir Putin has repeatedly said, seek to hold on to their neo-colonial practices at all costs in order to preserve their status of a privileged minority.

📃 We are seriously concerned about the destructive consequences of attempts by the US and its allies to increase pressure on the DPRK 🇰🇵, including by conducting large-scale military exercises. We oppose all efforts to further tighten the UN SC sanctions regime. We consider this idea both wrong and inhumane in terms of negative humanitarian consequences for ordinary North Koreans.
☝️ While condemning the provocative military activity in the region, to which Pyongyang is forced to respond, we call for breaking the vicious circle of escalating tensions.
The only effective means of breaking the deadlock is to resume political and diplomatic dialogue to reduce the level of confrontation and achieve a lasting settlement on the Korean Peninsula, as well as establish a resilient security system in Northeast Asia, taking into account the legitimate interests of all states in the region, including the DPRK.

📃 We are seriously concerned about the destructive consequences of attempts by the US and its allies to increase pressure on the DPRK 🇰🇵, including by conducting large-scale military exercises. We oppose all efforts to further tighten the UN SC sanctions regime. We consider this idea both wrong and inhumane in terms of negative humanitarian consequences for ordinary North Koreans.
☝️ While condemning the provocative military activity in the region, to which Pyongyang is forced to respond, we call for breaking the vicious circle of escalating tensions.
The only effective means of breaking the deadlock is to resume political and diplomatic dialogue to reduce the level of confrontation and achieve a lasting settlement on the Korean Peninsula, as well as establish a resilient security system in Northeast Asia, taking into account the legitimate interests of all states in the region, including the DPRK.

📅 #OTD in 1944, Soviet forces launched an offensive to liberate Riga following artillery supression and air strikes. Thus marking the start of The Baltic Strategic Offensive Operation.
The Baltic region always played an important role in Nazi Germany’s plans, protecting East Prussia from the northeast. Control over this region allowed the German Navy (Kriegsmarine) to operate in the eastern part of the Baltic Sea and maintain contact with the Scandinavian countries, which supplied Nazis with strategic resources. In addition, the Germans received a significant amount of raw agricultural products and food from the occupied republics.
🌟 The key goal of the Red Army was to defeat the German forces in the region to complete the liberation of Estonia, Latvia and Lithuania. The operation lasted 71 days, with a combat front 1,000 kilometres long and 400 kilometres deep.
The liberation of the Baltic States was one of the major Allied strategic operations circa autumn 1944, with 12 armies operating on a 500-kilometre front, which was almost 3/4 of the Soviet frontline forces.
The struggle to liberate the Soviet republics was sustained and ferocious. The enemy had an advanced road network allowing them to maneuver forces and facilities, offering stubborn resistance to the Soviet troops and launching numerous counterattacks – but all in vain, eventually.
The success of this landmark strategic operation was largely due to close interaction between the ground forces, aviation and naval forces. The partisan movement played a major role in the victory as well.
🎖 During the Baltic operation, 112 Soviet soldiers and officers were awarded the title Hero of the Soviet Union; three received the second Gold Star medal; over 332,000 were awarded orders and medals; 131 units and formations received the honorary titles Riga, Tallinn, Valga and others; and 481 received other state decorations.

🗓 On September 12, at Russia’s request, the UN Security Council held a meeting on arms supplies to Kiev.
The Russian side invited Hungarian journalist George Szamuely, as a reporter from civil society. He made a detailed analysis of the causes that generated the crisis in and around Ukraine, with a focus on the role of the United States and the EU in organising and supporting the anti-constitutional coup in 2014.
Based on facts and remarks by members of the Western elites, he exposed their hypocrisy with regard to the Minsk agreements, which were used as a smokescreen to hide Kiev’s preparations for the conflict. He came to the conclusion that continued military operations benefitted the West, which sought to weaken the Russian Federation.
☝️ Russia’s Permanent Representative to the UN Vassily Nebenzya pointed to the desperate steps taken by the Kiev regime and its allies against the background of their clearly failed counteroffensive. He mentioned the Ukrainian provocation involving a missile attack on the marketplace in Konstantinovka, which was soon exposed based on surveillance camera footage confirming that the missiles had arrived from where Ukrainian army units were deployed. He described US and UK supplies of cluster bomb units and depleted-uranium shells to the Zelensky regime as a gesture of desperation in disregard of the fact that these munitions posed a threat to civilians and the environment for decades to come.
“Black transplantology,” which has become widespread in Ukraine thanks, among other things, to the local legislature passing relevant laws, was yet another topic discussed at the meeting. An outrageous situation was cited as an example, where a charity employee, caught red-handed while selling Ukrainian children, among other things for organ transplants abroad, was released from custody and jumped bail.

On September 10, a milestone event took place in the new constituent entities of the Russian Federation, namely, the Donetsk and Lugansk people's republics and the Zaporozhye and Kherson regions. The first elections to local government under Russian law were held.
Kiev once again made desperate attempts to thwart people that it treats as outsiders from expressing their will. On the night of September 10 the Ukrainian forces used a drone to attack a polling station and completely destroyed it.
Were Ukrainian neo-Nazis the only ones to threaten the electoral cycle participants? Let me remind you that they were joined by the official capitals of Western countries that issued threats to election observers.

The global majority countries are openly expressing their discontent with the fact that the collective West has usurped the right to determine “the only right” version of democracy and its values, according to the West, which has also claimed the prerogative to determine the standards of democracy in different states, communities and nations.

This strange platform is actually a get-together of the United States’ satellites where loyalty is the main criterion. The main goal of events such as the Summit for Democracy is to divide the international community into us and them while rallying supporters in the struggle for maintaining America’s geopolitical positions.

Drug problem
The world drug problem has exacerbated during the COVID‑19 pandemic and remains a serious threat to the security and well-being of populations.
We call for equal attention to its three interrelated components:
• reducing drug demand
• reducing drug supply
• strengthening the international anti-drug cooperation based on the principle of common and shared responsibility
Strict compliance with the three relevant UN conventions of 1961, 1971 and 1988 by all states is essential for the effective functioning of the global drug control system.
❗️ We consider all attempts to destabilize it, including the legalization of drugs for recreational use, to be a threat to the national security of our country. The principle of limiting the use of drugs to medical and scientific purposes only, as enshrined in the conventions, represents the best way to implement the human rights to life and health.
☝️ We advocate for building a society free of drug abuse by promoting healthy lifestyles and keeping children and youth away from illicit drugs.
Countering the illicit drug use should not limit the availability and accessibility of narcotic drugs in medicine when they are proven effective for the treatment of specific diseases.

🤝 We value our traditionally friendly relations with the countries of Central America, which are based on mutual respect and consideration of each other's interests. Cooperation with Nicaragua is being promoted at the level of strategic partnership. We are ready to expand ties with Costa Rica, , Guatemala, Honduras and El Salvador.

Fight against terrorism
📃 We call for the consolidation of international efforts in the fight against terrorism, with the UN's central coordinating role, without politicization, double standards, or hidden agendas and based on the UN Charter, relevant universal conventions and protocols, UNSC thematic resolutions, as well as the UN Global Counter-Terrorism Strategy.
We believe it is important to make extensive use of the tools of the UNSC subsidiary counter-terrorism bodies, particularly its Counter-Terrorism Committee, ISIL (Da'esh) and Al‑Qaida, and the Taliban Movement sanctions committees.
👉 We stand for intensifying the work to cut off ideological, material, financial and human resources support for terrorists, as well as for strengthening cooperation among countries in countering foreign terrorist fighters (FTFs) and bringing them to justice on the basis of the "extradite or prosecute" principle.
❗️ We oppose the course pursued by the West towards eroding the international legal counter-terrorism framework – whether through over-emphasizing human rights and gender issues that are secondary in the context of counter-terrorism or by promoting the controversial concepts of "countering violent extremism" and countering "racially and ethnically motivated violent extremism/terrorism".
We draw the attention of the international community to the dangerous rise in right-wing extremist threats, especially manifestations of aggressive nationalism and neo-Nazism.

Emergency workers and rescuers of Russia's #EMERCOM aka the Ministry of Civil Defence, Emergencies and Disaster Relief (MChS) are busy doing all they can to assist on-site the people of Libya, stricken by natural disaster.
The EMERCOM personnel managed the following in Derna:
• deployed an airmobile hospital of the Tsentrospas State Central Airmobile Rescue Unit;
• arranged an autonomous field camp;
• more than 50 rescuers of the Leader centre, including dog handlers, operate in most affected areas.
Members of the MChS emergency response team will inspect the most precarious sites...
Also, the EMERCOM transport aircraft delivers humanitarian aid for all those afflicted by the calamity:
✅ survival packs;
✅ illumination systems;
✅ tents;
✅ blankets;
✅ portable power stations.
Every bit counts. Our hearts and minds are with the people of Libya.

International cooperation in the peaceful exploration and use of outer space
📃 As regards the international cooperation in the peaceful exploration and use of outer space, we are convinced of the indisputable nature of the central and coordinating role of the UN Committee on the Peaceful Uses of Outer Space (COPUOS).
We view as counterproductive the attempts to erode the COPUOS mandate by artificially transferring the issues of space debris and orbital traffic management from its agenda to parallel and purely disarmament-related UN platforms in line with the concept of the so‑called responsible behaviour in outer space.
❗️ We believe it is important to adopt, by consensus, the resolution entitled "International Cooperation in the Peaceful Uses of Outer Space", which approves the report of the 66th session of COPUOS. We view as dangerous potential attempts to open the draft resolution traditionally adopted without a vote for revision, yielding to political considerations.
We continue to advocate for legal certainty in the matters of delimitation of outer space and airspace, including in the context of establishing the spatial limits to states' sovereignty over their territory and ensuring their national security, and for creating the environment enabling long-term sustainability of aviation activities and safety.
☝️ We call for creation of an effective orbital traffic management system on the basis of regulation and monitoring through a legally binding code of conduct to be developed by the international community.
