🗓 On September 2, 1945, the Japanese Instrument of Surrender was signed by the militarist Japan.

ℹ️
The signing ceremony of the Japanese Instrument of Surrender took place aboard USS Missouri. The document proclaimed “the unconditional surrender to the Allied Powers of the Japanese Imperial General Headquarters and of all Japanese armed forces and all armed forces under Japanese control wherever situated.” On behalf of the USSR, the document was to be signed by Lieutenant-General Kuzma Derevyanko.

🔺 The Soviet Union declared war on Japan on August 8, 1945, fulfilling its obligations assumed during the Crimean and Potsdam conferences. Already on August 9, the Red Army launched the Manchurian strategic offensive operation (August 9 – September 2).

The Soviet troops’ well-coordinated actions helped defeat the enemy. This played a significant role in the liberation of China and Korea from the Japanese invaders and resulted in the destruction of a bridgehead of aggression and a large military and economic base of Japan on the Asian continent as well as cut short the resistance of Hitler’s last ally and brought its surrender closer.

✍️ Japan fully accepted the terms of the 1945 Potsdam Declaration. According to the treaty, it ceased hostilities immediately; all Japanese and Japanese-controlled armed forces surrendered unconditionally.

📜 On September 2, 911, the first written peace treaty was signed between Rus’ and the Byzantine Empire.
 
This document was one of the first diplomatic acts of our country, and the oldest written source of Russian law.
 
⚔️ The agreement was signed after Prince Oleg’s successful campaign against Constantinople. It established “peace and love” between Rus’ and Byzantium, and envisaged responsibility for various violations and penalties for them.
 
❗️ By signing the agreement the rapidly developing ancient Russian state achieved a major diplomatic victory. It strengthened relations between the two powers, and reinforced the position of Rus’ in the Black Sea.

◾️ The date was established in 2005 to commemorate the tragic events of September 1-3, 2004 in Beslan, where 334 people, including 186 children aged 1 to 17 years, were killed.

🖊 Excerpt from Russia's statement at the 78th session of the UN General Assembly: We stand for the consolidation of the international community in the fight against terrorism with the central coordinating role of the UN, rejecting politicisation, double standards and "hidden agendas" while remaining based on the UN Charter, relevant universal conventions, protocols, and resolutions of the UN Security Council, as well as the UN Global Counter-Terrorism Strategy.

💬 Sergey Lavrov: The surge in terrorism was largely provoked by the West's interference in the internal affairs of sovereign states. Iraq, Libya, Syria and Afghanistan became victims of armed adventures and neo-colonial ambitions. This has resulted in the undermining of their statehood,  rampant terrorism, the growth of drug trafficking, impoverishment of the population, and degradation of human rights. This brings to mind obvious associations and serves as yet another proof that the regime in Ukraine is a neo-Nazi one, and that Zelensky is a fascist through and through, all following in the footsteps of their Third Reich idols...

▪️ While encouraging their Kiev puppets to commit even more savage crimes, the NATO countries continue to flood the country with deadly weapons. In addition to the ongoing arms supplies, there have been never-ending discussions lately in a number of European countries about the possibility of sending fighter jets to Kiev. We strongly condemn such actions, as they are aimed at escalating the conflict further. For us, it makes no difference if they send the F-16 or any other planes. All this means is that the West is getting increasingly drawn into the Ukraine conflict. Their words that they are not in a “direct confrontation” with our country have lost their meaning.

▪️ According to a source the West definitely views as reliable – The Financial Times – since the beginning of the special military operation, which coincided with the sanctions from hell as Joe Biden called them, major European companies have lost at least 100 billion euros. Oil and gas companies, financial institutions and banks, as well as manufacturers piled up the biggest losses.

⚡️ Russia's position at the seventy-eighth session of the UN General Assembly:

Comprehensive Nuclear Test Ban Treaty

📃 We strictly abide by our obligations under the Comprehensive Nuclear Test Ban Treaty (CTBT). We support its early entry into force. We call on the eight countries whose signature and/or ratification is required for its entry into force to do so without delay.

We consider the position of the USA, which is the only state to have officially refused to ratify the Treaty, to be a major destructive factor for the CTBT. Washington has taken consistent steps towards resuming nuclear tests, including by increasing the readiness of the Nevada Test Site and allocating significant funds for its maintenance. We encourage Washington to reconsider its stance on the CTBT.

❗️ We firmly reject any insinuations that our country might resume nuclear tests. As President Vladimir Putin clearly stated in his address on 21 February 2023, Russia would not be the first to conduct a nuclear test. We will only take this step in response to a similar action by the US. We intend to further maintain our voluntary moratorium on nuclear tests introduced in 1991.

🇷🇺🇹🇷 On September 4, President of Russia Vladimir Putin and President of Türkiye Recep Tayyip Erdogan held talks in Sochi.

💬 Vladimir Putin: We continue to maintain the momentum in promoting relations between Russia and Türkiye, facilitated by your direct involvement. I would like to draw your attention to the fact that last year our trade increased by over 80 percent. This positive trend spilled over into the first half of this year.

We have made headway, and I hope that we will complete our talks on establishing a gas hub in Türkiye in the near future, so as to make the energy situation in the region more stable and well-balanced. I believe that this will prove beneficial.

We continue to build the Akkuyu Nuclear Power Plant. Today, Türkiye has become a member of the international club of nuclear states, following the delivery of the first batch of Russian nuclear fuel to Akkuyu. We will launch the first power unit next year, all goes according to plan.

We have a lot to discuss in the context of maintaining regional security. Of course, we will not overlook issues linked with the Ukraine crisis. I know that you intend to raise questions about the grain deal. We are open to talks on this issue.

🇷🇺🇹🇷 President of Russia Vladimir Putin and President of the Republic of Türkiye Recep Tayyip Erdogan held a joint news conference following talks in Sochi (September 4, 2023)

💬 Vladimir Putin: I want to note that Russia-Türkiye multifaceted cooperation, which is based on neighbourliness, partnership and mutual benefit, is successfully developing across all areas.

👉 We paid great attention to current international issues, in particular to the situation around Ukraine. Naturally, we talked about the suspension from July 18 of the Black Sea Initiative on grain exports from Ukrainian ports.

Russia was forced to make this decision because the Western countries had blocked the part of fulfilling the grain deal that ensured Russian agricultural products access to global markets.

It is clear that suspending the deal did not affect the global food market. Grain prices continue to decline. There is no physical shortage of food. Yes, there are problems with fair distribution, but this has nothing to do with the grain deal.

We will be willing to consider the possibility of resuming the grain deal and will do it immediately, as soon as all the agreements set out in that deal on lifting the restrictions on the export of Russian agricultural products are fully implemented.

🇷🇺 Russia will continue to export food and fertiliser, to contribute to price stabilisation and to improve the situation in global agricultural industry. To this end, we have proposed, among other things, to supply one million tonnes of grain from Russia at a preferential price for processing in Türkiye and then transporting it without cost to the neediest countries.

⚡️ Russia's position at the seventy-eighth session of the UN General Assembly:

Treaty on the Prohibition of Nuclear Weapons

📃 Committed to the noble goal of building a world free of nuclear weapons, Russia has for decades made a significant practical contribution to the achievement of this task. However, against the background of the all-out hybrid war unleashed against us, our country has reached the limits of its nuclear arms reduction capabilities. Further progress on this track will only be possible if Western countries abandon their anti-Russian policy and should involve all countries that possess military nuclear capabilities.

We understand the motivations of the advocates of a "shortcut" to a nuclear-weapon-free world, but we are convinced that progress is possible only on the basis of a realistic, balanced and step-by-step approach which contributes to strengthening international peace, stability and security for all states.

☝️ In our view, the Treaty on the Prohibition of Nuclear Weapons (TPNW) neither meets those criteria, nor can serve as the main framework for practical measures to reduce nuclear arsenals.

For Russia, the possession of nuclear weapons at this historical juncture is the only possible response to concrete external threats, which are only increasing. The security situation is degrading due to destructive attempts by the United States and NATO to achieve military superiority.

In such circumstances, an immediate renunciation of nuclear weapons would drastically weaken the reliability of strategic deterrence which we pursue and, accordingly, our national security.

❗️ At the same time, we are strongly committed to the inviolability of the principle reaffirmed by the leaders of the five nuclear-weapon states in their relevant joint statement in January 2022 that a nuclear war cannot be won and must never be fought. It is of paramount importance for each of those states to demonstrate in practice their commitment to that statement in its entirety.

🗓 The 18th East Asia Summit (#EAS) will convene in Jakarta on September 7.

🇷🇺 Russia advocates using the EAS platform to expand multi-pronged practical cooperation with a focus on sector-specific projects.

Our initiatives on this platform include efforts:
• to establish regionwide collaboration in pandemic response with the launch of a collective response mechanism to epidemic threats,
• the development of practical cooperation in the field of tourism. Relevant Russian proposals have been part of top-level thematic documents.

⚠️ During the East Asia Summit, Russia considers it critical to highlight the growing risks to peaceful and sustainable development in the Asia-Pacific region against the backdrop of the West’s confrontational policy aimed at militarising the regional space, with the potential involvement of NATO and the dismantling of the established ASEAN security architecture and replacing all of it with “Indo-Pacific” bloc-based constructs based on containment and counteraction principles.

Russia advocates strengthening the system of country-to-country relations in the region, including by aligning ASEAN with regional formats in the Eurasian space, primarily the #SCO and the #EAEU, which, like ASEAN, operate on a positive non-bloc agenda of connectivity and co-development.

🇷🇺🇸🇦📞 President Vladimir Putin spoke over the phone with Crown Prince and Prime Minister of Saudi Arabia Mohammed bin Salman Al Saud.

The Crown Prince thanked the Russian Side for consistently supporting Saudi Arabia’s request to join #BRICS. In turn, the President of Russia warmly congratulated the leadership of Saudi Arabia on the relevant decision, made at the BRICS Summit in Johannesburg, and informed the Crown Prince about the priorities of Russia’s BRICS chairmanship in 2024.

🤝 The Parties praised bilateral collaboration within the OPEC Plus format and noted that specific agreements on reducing oil production, combined with voluntary obligations to limit raw materials deliveries, made it possible to stabilise the global energy market.

The leaders expressed satisfaction with the development of diverse cooperation between Russia and Saudi Arabia and reviewed a number of topical issues related to further deepening cooperation in trade, the economy, transport, logistics and investment.

They agreed to continue their personal contacts.
