❗️ В ответ на серию беспрецедентных санкций, запрещающих, помимо прочего, въезд в США для высших должностных лиц Российской Федерации, с 15 марта с.г. в российский «стоп-лист» включаются на основе взаимности Президент Дж.Байден, Госсекретарь Э.Блинкен, Министр обороны Л.Остин и председатель Объединенного комитета начальников штабов М.Милли, а также ряд руководителей ведомств и известных американских деятелей.

Данный шаг, предпринятый в порядке встречной реакции, стал неизбежным следствием крайне русофобского курса, взятого нынешней Администрацией США, которая в отчаянной попытке сохранить американскую гегемонию сделала ставку, отбросив все приличия, на фронтальное сдерживание России.

При этом мы не отказываемся от поддержания официальных связей, если они отвечают нашим национальным интересам, и в случае необходимости будем решать проблемы, вытекающие из статуса лиц, которые фигурируют в «черном списке», для организации контактов высокого уровня.

Эти действия будут осуществляться в органичном единстве с масштабными решениями, принимаемыми Правительством Российской Федерации в финансово-банковской и других сферах для защиты экономики России и обеспечения ее устойчивого развития.

🇷🇺🇺🇦 Meeting of the Joint Coordination Headquarters for Humanitarian Response in Ukraine

▪ Since yesterday, the Russian Federation has been conducting an unprecedented humanitarian operation in Mariupol. At the same time, the civilians rescued yesterday and today confirm all the previously made assumptions about the nightmare and horrors that took place in this city.

▪ The Ukrainian nationalists mined all the approaches to the city, blew up bridges, residential quarters of Mariupol, kindergartens and schools, medical institutions and other civilian infrastructure facilities were turned into strong points, ammunition depots, firing points, and Mariupol residents themselves were used as a human shield. At the same time, under the threat of death, all able-bodied residents were driven to the equipment of barricades, trenches and other engineering structures.

▪ The inhumanity and ruthlessness of the agonizing Ukrainian neo-Nazis towards their own civilian population is fully confirmed by the so–called "festung" concept they borrowed from the fascists - "fortress cities". The special tragedy of such tactics lies in the fact that the Nazis created all conditions for the mass destruction of civilians in order not to leave a single living witness to their monstrous crimes.

▪ In addition, nationalist battalions and units of the Armed Forces of Ukraine have disabled life support systems, housing, social and administrative infrastructure of the city, individual buildings and structures have actually been wiped off the face of the earth, shops have been looted, monuments and objects of historical heritage have been desecrated and cannot be restored.

All our previous appeals with persistent and diplomatic appeals to the Kiev authorities to allow the civilian population to go to safe areas were completely ignored.

▪ Despite the complete unwillingness of official Kiev to protect the civilian population from terrorist attacks by crazed nationalists, as well as the complexity of the situation, aggravated by the actions of disparate armed gangs, the Russian Federation continues to fully fulfill its humanitarian obligations.

▪ More than 450 tons of food, medicines and basic necessities have already been delivered to the civilians of Mariupol to provide humanitarian assistance, including 225 tons today. Mariupol residents are being evacuated safely through open humanitarian corridors from the unblocked city.

▪ Starting at 10 a.m. today, exclusively for humanitarian purposes, the Russian Federation has already provided humanitarian corridors for the twelfth time in the Kiev, Chernigov, Sumy and Kharkov directions along one humanitarian corridor to the Russian Federation, and one more through the territories controlled by the Kiev authorities towards the western borders of Ukraine. The Russian Armed Forces strictly observe the imposed ceasefire.

Of the ten routes we have proposed, the Ukrainian authorities have agreed on only three, but at the same time, not a single humanitarian corridor to the Russian Federation has been confirmed by official Kiev again, which once again proves the indifference of the current government to its own people.

▪Based on humanitarian principles and solely for the purpose of ensuring the safety of civilians forcibly held by nationalists in blockaded settlements, we coordinate all additional humanitarian corridors proposed by Kiev on a daily basis. Today, the Ukrainian side announced nine routes for the withdrawal of refugees in the Zaporozhye, Zhytomyr and Poltava directions. On all these routes, the Russian Armed Forces also strictly observe ceasefire.

▪We continue to closely monitor the actions of the Ukrainian side both on the ground and from the air, including with the use of unmanned aerial vehicles.

▪Once again, it was recorded that the Ukrainian side uses the ceasefire regimes to actively move weapons and military equipment, restore the combat capability of equipment, replenish material reserves. At the same time, the wishes of civilians to evacuate to safe areas in the northern and eastern directions to the territory of Russia are simply ignored, and all attempts to do this are blocked by territorial defence detachments and units of the Armed Forces of Ukraine.

▪Exclusively for humane purposes, Russian servicemen not only do not hinder, but also urge Ukrainians to use any convenient ways for them to get to safe places, including those routes that pass through the territories controlled by Kiev.

▪ Kiev authorities, on the contrary, continue to force people to stay in their homes and allow evacuation only to the western regions of Ukraine or neighboring European countries, deliberately not notifying the civilian population about the possibility of evacuation to the Russian Federation.

▪Western countries, as well as international organizations such as the United Nations, the OSCE, the International Committee of the Red Cross and other human rights organizations continue to hush up the horrific facts of missile and artillery strikes on densely populated areas of Donetsk. They don't know the current situation, so they distract relevant departments of the Russian Federation by various and multiple requests to ensure the safe evacuation of civilians from territories controlled by the Armed Forces of Ukraine, and not by the Russian Armed Forces.

▪In the conditions of the growing humanitarian crisis, a significant part of the population forcibly held by radicals in Ukrainian cities and used by them as a "human shield" is looking for the possibility of evacuation only to Russia, without considering options for exit to Western states, as evidenced by the next multimillion appeals of citizens to the Russian side.
According to the results of daily monitoring, it was found that 11,412 more such requests were received only over the past day, and there are already 2,678,069 of them in our database with specific surnames and addresses from almost 2,000 settlements of Ukraine.

And this is not just statistics, these are the fates of ordinary people, their hopes for an early end to the daily nightmare, despair at the hopelessness of the situation and the uselessness of their country, whose authorities have legitimized crimes against humanity with their criminal decisions, ignore numerous cases of looting, robbery, banditry, sanctioned the use of weapons by nationalists against the civilian population, including women and children.

▪ I quote another one of the thousands of appeals received today:
"I ask for help in the evacuation of my family along the humanitarian corridor: my wife, Svetlana, her brother and 82-year-old father, who are now in Dnepr city. They are asking for evacuation to Russia. Please help them use the humanitarian corridor. They are very scared, exhausted and can't even go down to the shelter. They will die. Please help." End quote.

▪ Despite this, 11,372 people, including 1,873 children, were evacuated from the dangerous zones of various regions of Ukraine, as well as the Lugansk and Donetsk people's republics, during the day without the participation of the Ukrainian side, and 258,791 people have been evacuated since the beginning of the special military operation, 56,180 of them children. The state border of the Russian Federation was crossed by 29,291 personal vehicles including 1,368 per day.

▪ Over the past day, thanks to the security measures taken by the Russian Armed Forces, it was possible to provide humanitarian corridors and evacuate 36,721 citizens traveling by buses and personal cars from various settlements to the western regions of Ukraine in Zhytomir, Lugansk, Donetsk and Mariupol directions.

▪ 7,070 citizens from 22 foreign countries, as well as the crews of more than 70 foreign vessels blocked in the seaports of Ukraine, continue to be held hostage by the militants of the territorial defence battalions.

▪ The fate of these foreign citizens has been the subject of round-the-clock cooperation with representatives of the relevant diplomatic agencies. At the same time, the Ukrainian authorities still do not respond to the appeals of foreign states for the rescue of compatriots in distress.

▪ More than 9,500 temporary accommodation centres continue to operate in the regions of the Russian Federation.

▪ More than 18,500 tons of basic necessities, food and medicines have been prepared at the collection points.

▪ At the same time, the Russian side is creating the necessary conditions for a peaceful and safe life in all the liberated territories, ensuring unimpeded access of the population to any humanitarian aid.

▪ 2,709 tons of humanitarian cargo have already been delivered to the settlements of Kiev, Sumy, Chernigov, Zaporozhye, Kharkov, Kherson regions, as well as Lugansk and Donetsk people's republics during the 334 humanitarian actions, including 28 actions carried out over the past day, 544 tons of basic necessities and food were transferred to the civilian population of the liberated areas.

▪ To date, 15 humanitarian actions have been planned and are currently being carried out in Chernigov, Donetsk People's Republic and Mariupol during which 510 tons of basic necessities, medicine and food are distributed.

❗️ В ответ на лихорадочно вводимые официальной Оттавой, соревнующейся в русофобском раже с Вашингтоном, все новые санкции, которые были распространены на высших руководителей России и практически весь российский депутатский корпус, с 15 марта с.г. в «черный список» лиц, невъездных в Российскую Федерацию, включаются Премьер-министр Дж.Трюдо, министры иностранных дел и национальной обороны М.Джоли и А.Ананд. Среди попавших под запрет также большинство депутатов Палаты общин канадского Парламента и агрессивные пробандеровские элементы.

❗️ Foreign Ministry statement concerning personal sanctions on US senior officials and affiliated persons.

In response to a series of unprecedented sanctions that prohibit, among other things, entry to the United States for top officials of the Russian Federation, starting March 15, the Russian stop list includes, on the basis of reciprocity, President Joe Biden, Secretary of State Antony Blinken, Secretary of Defence Lloyd Austin and Chairman of the Joint Chiefs of Staff Mark Milley, as well as several agency heads and other prominent US figures.

☝️ This step, taken as a response measure, is the inevitable result of the extreme Russophobic policy of the current US Administration, which, in a desperate attempt to maintain American hegemony, has abandoned any sense of decorum and placed its bets on the head-on containment of Russia.

However, we do not oppose maintaining official ties when it is in our national interests, and, if necessary, we will address the issues arising from the status of the black-listed individuals in order to organise high-level contacts.

The list of US citizens included in the stop list is as follows:

More announcements will be made soon concerning the expansion of the sanctions list to include other top US officials, military leaders, lawmakers, business executives, experts and media personalities who promote Russophobia or contribute to inciting hatred of Russia or imposing restrictive measures.

These actions will be taken in harmony with the major decisions of the Government of the Russian Federation in finance, banking and other areas to protect the Russian economy and ensure its stable development.

Ministry of Finance of the Russian Federation:

Russia will honour all its obligations to service and redeem government securities in a timely manner.
In order to repay its Eurobonds, the Finance Ministry will issue payment orders to agent banks instructing them to execute payments in foreign currency in keeping with the timeline set forth in the corresponding emission documents. Whether the funds can be transferred will depend on the restrictions resulting from sanctions imposed on the Government and the Bank of Russia.

If a foreign correspondent bank is unable to execute the payment order, it will be recalled. In that event, the following procedure will be used to fulfil the payment obligations:

✅ The Eurobonds will be repaid in roubles as per the exchange rate set by the Central Bank as of the payment date.

✅ Depending on where the Eurobond certificate is kept, the National Settlement Depository will either proceed to settlements with the creditors on its own, or transfer funds to the accounts of individuals and foreign lending institutions.

“We have the required funds for servicing our debt,” Finance Minister Anton Siluanov said.

The Finance Ministry will keep the agent banks updated on its efforts to service and repay its Eurobonds as per the terms of issuance.

❗️ We touched on the situation in Ukraine and around it. We thanked our Iranian colleagues for their objective and well-thought-out position and for understanding Russia’s security concerns, which were caused by the destabilising actions of the United States and its NATO allies.

The negotiations are ongoing on Ukraine’s neutral military status with security guarantees for all participants in this process; Ukraine’s demilitarisation to prevent any threat to the Russian Federation from its territory ever; and the termination of that country's nazification policy supported by a number of Ukrainian legal acts, including the abolition of all discriminatory restrictions imposed on the Russian language, education, culture and media in Ukraine.

❗️ Considering what the Council of Europe has become, we part ways without regret. Our country’s withdrawal from this organisation will not affect the rights and freedoms of Russian citizens. The Constitution of the Russian Federation does not provide lesser guarantees of them than the European Convention on Human Rights. The provisions of the core CE treaties and legal acts are incorporated in Russian legislation.

Russia is a party to the key universal international human rights treaties concluded within the UN. This includes the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, the International Convention on the Elimination of All Forms of Racial Discrimination, the Convention on the Rights of the Child and other treaties that guarantee a wider range of human rights and freedoms than regional CE documents.

🎙 @MFARussia statement on personal sanctions on top leadership, MPs and anti-Russia figures in Canada

❗️ Competing with Washington in its Russophobic zeal, Ottawa has been introducing more sanctions on Russia’s top leaders and most of its MPs. In response to this, starting March 15, 2022, the Russian Federation will deny entrance to Prime Minister of Canada Justin Trudeau, Foreign Minister Melanie Joly and National Defence Minister Anita Anand. The black list also includes the majority of the House of Commons members in the Canadian Parliament and aggressive pro-Bandera elements.

This step is a forced measure and was taken in response to the hostile actions of the current Canadian government that has gone beyond the bounds of decency and has tested our patience for too long. Each Russophobic attack, whether it is an act against Russian diplomatic missions, the closing of air space or the de facto breakup of bilateral economic ties by Ottawa to the detriment of Canadian interests, is bound to receive a strong and not necessarily symmetrical rebuff.

16 марта 1968 г., 54 года назад в этот день, вьетнамская деревня Сонгми в провинции Куангнгай американскими солдатами была сожжена вместе с людьми до последнего дома и сарая. Было убито с особой жестокостью 567 жителей общины (из них 173 ребенка, 182 женщины, включая 17 беременных).

Правда о преступлении вскрылась далеко не сразу. Вашингтон всё отрицал. Всё изменилось после публикации фотографий. Рональд Хэберли из батальона карателей «Чарли» делал снимки во время бойни, но целый год их никому не показывал. Лишь в ноябре 1969 года он продал (капитализм же) фотографии нескольким американским и европейским изданиям. На них абсолютно мирные люди, крестьяне (это ясно видно по их одежде) со страшными ранениями и увечьями: простреленные головы, выпущенные наружу внутренности, искаженные болью лица. А рядом американские солдаты — смеются и поджигают дома. Тогда и разразился грандиозный скандал. Но в результате виновным в совершенном преступлении был признан лишь один военнослужащий (Уильям Келли). Он был приговорен к пожизненным каторжным работам, однако после 3,5 лет домашнего ареста помилован.

#Сонгми — страшное напоминание, как американцы ведут войны. Эта история стала публичной случайно. Сколько зверств осталось неизвестными только потому, что американцы не оставили живых свидетелей и свидетельств. О масштабах вьетнамских жертв можно судить по другому эпизоду. Несколько ранее, но тоже в марте — 1965 г. — стартовала американская бомбардировочная кампания Rolling Thunder («Раскаты грома») — серия воздушных рейдов по особо важным объектам вьетконга. Операция растянулась на три года и стала крупнейшей для США со времен Второй мировой. В рамках «раскатов» сознательно уничтожалось мирное население, подвергались бомбардировками города и деревни, гражданская инфраструктура — мосты, железные и автомобильные дороги. Американские летчики специально сжигали рисовые поля, чтобы вызвать неурожай и голод. По разным оценкам, под бомбами погибли от 50 до 180 тысяч вьетнамцев.

Зачем эта историческая справка?
Так киевский режим американцы вели той же дорогой: уничтожение непокорных, блокада мирных, информационный бойкот.

Сегодня на фоне того, что происходит в Донбассе, игнорирования ведущими западными СМИ трагедии в Донецке, где в результате взрыва украинской ракеты погибли более 20 и были ранены 30 человек, полезно напомнить о методах.

🗓 Ровно 8 лет назад состоялся референдум по вопросу о будущем статусе и государственной принадлежности полуострова Крым.

16 марта 2014 года в ходе всеобщего голосования крымчане сделали свой исторический выбор 🇷🇺

ℹ️ Абсолютное большинство жителей полуострова проголосовали за воссоединение с Россией – 96,77% голосов (явка - 83,1%).

На основании итогов этого свободного волеизъявления был подписан договор о принятии и образовании в составе Российской Федерации новых субъектов.

❗️Референдум был проведен в полном соответствии с нормами международного права и стал высшим торжеством демократии. 135 международных наблюдателей из 23 стран, а также 1240 представителей местных организаций присутствовали при голосовании, высоко оценили подготовку и ход проведения референдума в Крыму.

✅ По прошествии 8 лет становится все более очевидной безальтернативность предопределенного волеизъявлением крымчан решения, ставшего на тот момент единственно верным в складывавшейся ситуации вокруг полуострова.

Vladimir Putin and Nikol Pashinyan discussed the implementation of the trilateral agreements on #NagornoKarabakh between the leaders of Russia, Armenia and Azerbaijan, including issues related to observing the ceasefire and restoring transportation and logistical links in the South Caucasus.
