The plan includes expanding national-currency trade and independent banking channels, exploring central-bank digital currency payments, continued Rosatom work at Bushehr Units 1–3, Russian involvement in the Shadegan, Kish, and North Pars energy projects, and potentially manufacturing Russian aircraft components in Iran.

It also covers the Rasht-Astara railway and wider North-South Transport Corridor, Iranian investment in Russian port infrastructure, Russian technology and information-security contracts in Iran, and joint media projects and journalist training.

Approved in September 2024, the document predates the current U.S.-Iran war and does not confirm which projects remain active, although several have since advanced publicly.

The overall plan seeks to make Russia-Iran ties more institutionalized and resistant to Western sanctions and financial pressure.
