CAR have been using Russian forces for almost a decade to improve the security situation in the country against opposition groups. The UAE already has an existing supply line from within CAR to the Rapid Support Forces, which runs through CAR's Birao Airport and via route RN8.

Ulyanovsk authorities say the internet blackout is to protect "special-purpose facilities" in the city against Ukrainian drone threats. Previously, internet went out only during drone threats, however Ulyanovsk authorities announced the new restriction will remain in place until the end of the war in Ukraine.
