Article Four is intended for emergencies or emergent situations, and specifically calls for joint consultations concerning military matters when "the territorial integrity, political independence, or security of any of the parties is threatened."

Article Four is intended to be invoked PRIOR to Article Five, and has only been invoked 7 times in history- the last time being February 2022 by Bulgaria, Czechia, Estonia, Latvia, Lithuania, Poland, Romania, and Slovakia. It was this invocation that led to the Brussels summit of 2022, which resulted in the activation of NATO's Response Force and the start of European military aid to Ukraine.
