Attempts to create a civic nationalist identity in countries like France and Britain have failed, and so it's likely that the proponents of multiculturalism in the West will end up supporting the creation of multinational states, with, for instance, autonomy and linguistic rights for Turks in Germany or Romanians in Italy.
