Any attack on pre-2022 Russian territory, let alone pre-2014 Russian territory, would cross whatever red lines are yet uncrossed in the Kremlin and would legally enable Putin to declare war on Ukraine or use nuclear weapons. Both of these would, of course, be a severe escalation we believe Zelensky does not want to risk.
