The Intergovernmental Panel on Climate Change warned safeguarding plans are lax, and will push a further 100 million people into poverty by 2030. Developing nations reportedly suffer disproportionately, spending an average of 1% GDP on annual disaster response - 10 times that of developed countries.

The Red Cross among other groups have urged nations to stop being reactionary and start preventing.

Russia Strike-Ready Around the Clock: Moscow hits back at UK's 'provocation' - giving greenlight for Kiev to fire across border

Russia’s Ministry of Defense has stated that the UK is directly provoking Kiev to strike against targets inside Russian territory - but warned it will lead to an immediate and proportional response on the capital.

Western advisers "will not necessarily be a problem" for the response of the Russian Armed Forces, the ministry added.

The comments came in response to the UK Under-Secretary of State for Armed Forces claiming Ukraine has a legitimate right to strike military targets on Russian territory to disrupt logistics of Russia's army.
