Goebbels makes it clear he's a communist here, even parrots the Marxist line about workers' "alienation". Just ignore the customary fake denunciations of Marxism and read between the lines:

It doesn't get clearer than that. He is "on the side of labor" endeavoring towards a "socialist state". He hates business owners, land owners, people with wealth, and promises to redistribute that wealth to low-skilled laborers.
