New cases: 623
- Imported: 1
- Cases in community: 27 (22 S’poreans/PRs, 4 work passes, 1 visitor)
- Work Permit holders (residing outside dormitories): 37
- Work Permit holders (residing in dormitories): 558

Of new cases, 69% are linked to known clusters, the rest are pending contact tracing

Total cases: 5050
- Hospitalised: 2113 (22 in ICU)
- In community facilities: 2218
- Fatalities: 11
- Total discharged: 708 (Discharged today: 25)

Note: Yesterday's report highlighted 48 community cases. Subsequent contact tracing found that 22 cases were residing in dormitories there were only 26 cases in the community yesterday.

Passing of 95 year old due to COVID-19
A 95 year-old male Singapore Citizen has passed away from complications due to COVID-19 infection on 17 Apr. He was confirmed to have COVID-19 infection on 13 Apr. Raffles Hospital has reached out to his family and is extending assistance.

COVID-19: Respect our Enforcement Officers (EOs) and Ambassadors
- 12 reports of EOs and Ambassadors being verbally and physically abused (e.g. slapping, punching and head-butting)
- Zero tolerance for abuse ➡️ Fines and/or imprisonment will be enforced
EOs and Ambassadors help ensure safe distancing, and play an important role in safeguarding our health

Businesses to comply with measures:
📝 F&B outlets will be fined for failing to enforce safe distancing
🚫 13 businesses fined for continuing to provide non-essential services
😷 11 shop staff fined for not wearing masks
Businesses must do their part to protect workers, eg. workers should not be deployed across outlets
Supervisors to check workers are well, train them to observe safe distancing measures

COVID-19: Stronger push to curb spread

Circuit breaker extended to 1 June (inclusive)

Tighter measures till 4 May
- Stay home as much as possible
- If you go out for necessities/medical needs, go alone
- If you exercise, go alone, in your immediate neighbourhood

Controlled access at areas susceptible to crowding
- Eg. at popular wet markets, entry permitted on alternate dates, depending on last digit of NRIC/FIN

Tighter workplace measures
- Activities allowed: go.gov.sg/biz-21apr
- F&B: restrictions/suspensions on selected businesses
- If operating at premises, workers must be kept to a minimum; must be registered
- Workers must log entry/exit
- Increased inspections of workplaces; penalties for non-compliance

➡️ Solidarity Budget extended to provide more support to workers and businesses

COVID-19: Protecting our migrant workers

Dorm clusters are mostly contained, have not spread to wider community

- Testing includes those who are well and have no symptoms, hence the high no. of detected cases
- Most cases are mild, currently none need intensive care

Measures to tackle transmissions
- Workers in essential services tested to make sure they are healthy
- Medical resources at dorms stepped up
- Mild cases housed separately
- Those who need active treatment will get immediate medical attention
- Older workers moved to separate dorms
- No daily movement of workers in and out from dorms from 21 Apr onwards

Ensuring migrant workers are cared for
- Govt will work with employers to ensure they get paid, can send money home
- Can keep in touch with families and friends
- Arrangements to be made for Muslim workers for Ramadan
