Schools and Kindergartens to Re-Open with Enhanced Precautionary Measures

Schools and Kindergartens will re-open for Term 2 on 23 March 2020 (Monday) as planned. There will be enhanced precautionary measures to keep our students and staff in schools and preschools safe.

MOM entry approval for work pass holders
- From 20 Mar, 2359 hours, all work pass holders (incl dependants) planning to enter S’pore from any country, will need MOM’s approval before they commence their journey
- Upon arrival in S’pore, all affected work pass holders will be placed on a 14-day Stay-Home Notice (SHN)

Advisory for all persons issued SHN
- Remain in place of residence at all times
- Don’t leave to buy food and essentials; Opt for home delivery or ask neighbours/grassroots for help
- Minimise contact with people, avoid visitors
- Maintain record of people in close contact with
- Take temperature twice daily; monitor for respiratory symptoms

Penalties for non-compliance
- Fine of up to $10,000 and/or 6-mth imprisonment for 1st offence
- SG PR, Long-Term Pass Holders: Re-entry permit/passes may be revoked
- Foreign employee: Work pass may be revoked
- Employers: May be banned from applying work passes

COVID-19: Measures in schools

23 Mar: Schools/kindergartens will re-open as planned

14-day Leave of Absence (LOA)
For all students/staff who have been out of SG on/after 14 Mar

14-day Stay-Home Notice (SHN)
For all returning travellers, WEF 20 Mar 2359hr

During the LOA/SHN
- Students supported via home-based learning
- Parents will need to take leave if childcare is needed; employers encouraged to be flexible

For the next 2 wks
- Suspension of Co-Curricular Activities
- Deferment of SYF
- Assigned/exam-style seating + wipe-down routine in class, canteen

At preschools
- Frequent temp checks, restrict visitors
- Field trips, large grp/communal activities suspended
- Limit deployment of staff across centres

As of 12pm:
New cases: 32
Total cases in Singapore: 345

Of the new cases, 24 are imported cases with travel history to Europe, North America and ASEAN. 1 is linked to a known cluster, 1 is linked to previous cases, and 6 are currently unlinked.

- App helps contact tracers call you quickly
- Early contacting better protects those around you & reduces spread of COVID-19 in S'pore

How it works:
1. Download app at go.gov.sg/traceapp
2. Enter your SG mobile number; allow to share if you’re identified as case/close contact
3. Turn on Bluetooth; enable necessary functions

- App does not collect personal or location data
- Bluetooth signals between users’ phones estimate distance between users and duration of encounters
- Data pulled with user’s consent

COVID-19: 21 Mar Update

2 deaths due to COVID-19 today.

1) 75 year-old female Singapore Citizen, admitted 23 Feb. Developed serious complications, succumbed after 26 days in ICU. History of chronic heart disease and hypertension.

2) 64 year-old male Indonesian national. Admitted in critical condition after arriving from Indonesia. In ICU since 13 Mar. Developed serious complications. Prior to arrival, was hospitalised in Indonesia for pneumonia. History of heart disease.

MOH and NCID are providing all necessary assistance to the families.

From 23 March 2359 hours (or 11.59PM), all Short-Term Visit Pass holders will not be allowed to enter or transit through Singapore.

The Manpower Ministry will only
allow the entry/return of work pass holders, including their dependents, for those providing essential services, such as in healthcare and transport.

There has been in sharp increases in cases globally. Over the past 3 days, almost 80% of new COVID-19 cases were imported by Singapore residents and Long Term Pass holders who returned from home from abroad. These cases had travel histories to 22 countries.

COVID-19: Additional border control measures
To focus resources on S’poreans

From 23 Mar 2359hrs:

All short-term visitors:
No entry/transit through S’pore

For work pass holders:
Entry/return only for those providing essential services (and their dependents)

All S’pore citizens, PRs and Long Term Pass Holders returning to S’pore
From Hubei province: 14-day quarantine
From all other countries: 14-day Stay-Home Notice (SHN)
👉 Comply with SHN/Quarantine orders to limit spread of virus

Malaysians with S’pore work permits:
- Will continue to be able to work in S’pore during this period, with appropriate accommodation arrangements
- Transport of goods between Malaysia and S'pore will be facilitated
