IRS: Alibaba & AUS Merchant Services Pay $600M

Alibaba and AUS Merchant Services agreed to pay $600M combined to resolve criminal allegations of failing to prevent illegal pharmaceutical sales through payment processing.

💰 Alibaba: $125M penalty + $200M forfeiture
💰 AUS: $85M penalty + $190M forfeiture

AUS admitted that between Jan 2020–Dec 2023 it processed USD payments via cards and wire transfers through US banks before moving funds offshore. AML failures included incomplete wire data in transaction monitoring and inadequate restriction of prohibited merchants.

⚠️ Flagging merchants without systematic restrictions was insufficient compliance.

Mastercard closes $1.8B acquisition of crypto payments firm BVNK

Mastercard confirmed completion of its acquisition of BVNK, a crypto-native payment rails and stablecoin settlement provider. The deal, announced in early 2026, closed after customary regulatory approvals.

🔹 BVNK bridges traditional card rails and crypto payment networks
🔹 Sponsor banks that avoided crypto may now face indirect exposure
🔹 Acquirers serving crypto-adjacent merchants should monitor onboarding and compliance changes

No immediate policy changes have been announced. Watch for updates to BVNK's stablecoin settlement qualification criteria under Mastercard ownership.

Visa to Acquire BioCatch for $2.4B

Visa announced August 3, 2026 the acquisition of BioCatch, a behavioral biometrics firm detecting account takeovers, money-mule activity, and application fraud in real time.

📅 Deal subject to regulatory approvals — expected close by end of Visa fiscal Q2 2027.

What this may mean:
🏦 Acquirers, PayFac operators, and processors could face expanded fraud-scoring obligations
🙈 High-risk verticals (telehealth, crypto, subscriptions) may see new authentication friction
👀 Behavioral monitoring requirements may tighten for merchants and PSPs

No new merchant rules are effective yet. Watch for Visa's fraud-controls roadmap updates post-close.

🔥🔥 Reported claim: sponsor banks exiting entire high-risk MCC categories

Mass-sweep termination letters are reportedly hitting merchants in subscription billing, nutraceuticals, online gaming, and telehealth (GLP-1, peptides), described as synchronized portfolio exits rather than individual account reviews.

Two cited drivers:
🔹 Updated bank stress tests tightening chargeback-heavy category limits
🔹 OCC/FDIC rule barring examiners from using "reputation risk" (effective June 9, 2026) — reportedly triggering faster exits as an unintended side effect

⚠️ Status: Claim — based on a single industry blog report; not yet independently confirmed by card networks, regulators, or major payments outlets.

Merchants losing a MID this way are not automatically added to MATCH, but should document processing history before reapplying.

⚠️👇👇👇RISK ALERT — FinCEN Fines UBS $125M for Systemic AML Failures

FinCEN imposed a $125M civil penalty on UBS, citing recidivist AML violations and systemic gaps in transaction monitoring and reporting.

🔹 Who's affected: Processors and acquirers with correspondent banking or cross-border settlement rails
🔹 What it signals: FinCEN continues targeting institutional compliance failures, not isolated incidents
🔹 What to watch: Recidivist designations can trigger enhanced examination and banking-privilege restrictions

⚠️👀👀💯Mastercard Completes $1.8B BVNK Acquisition — Owns Stablecoin Settlement Rail

Mastercard closed its all-cash acquisition of London-based BVNK on August 4, 2026, five months ahead of the originally guided year-end schedule.

🔹 BVNK processes ~$30B in annual stablecoin volume across 130+ markets
🔹 First major publicly listed card network to own stablecoin settlement infrastructure
🔹 Mastercard plans to integrate BVNK into its cross-border settlement network

What this means:
Acquirers and PayFac operators may see merchant demand for stablecoin-denominated settlement grow. Cross-border merchants could benefit from faster, cheaper currency corridors. No immediate change to existing card-network rules or MCC requirements.

⚠️⚠️⚠️💯Mastercard SMMP 72-Hour Investigation Rule Now Enforceable

Effective July 24, 2026, acquirers and PayFac operators must open investigations within 72 hours when merchants trigger any of three signals:

📉 Auth approval collapse of ≥50 percentage points or below 30% over 72 hours

✉️ GRIP letter tied to suspected scam activity

🔔 Alert from an approved Merchant Monitoring Service Provider

Additional triggers for merchants in first 6 months:

Combined refund + chargeback rates above 5% over a rolling 30-day window with ≥500 transactions.

⚠️ RISK ALERT: OCC hits sponsor bank CFSB with AML/BSA enforcement

The OCC issued a consent order against Community Federal Savings Bank (CFSB), a Queens, N.Y. sponsor bank, citing systemic breakdowns in customer due diligence, suspicious-activity monitoring, independent testing, and BSA staffing.

📍 CFSB must appoint a compliance committee within 15 days
📍 A written action plan is due within 90 days
📍 CFSB sponsors Wise's U.S. dollar accounts and Crypto.com's prepaid card program

What this means: The order does not impose a fine or restrict new partner onboarding, per the bank. Acquirers and PayFac operators using small sponsor banks should expect continued scrutiny of BSA/AML program scalability as onboarded volumes grow.

💳 Klarna Goes Live on J.P. Morgan Payments in the U.S.

Klarna has launched its first integration with J.P. Morgan Payments, giving merchants on J.P. Morgan’s Commerce Platform access to Klarna’s flexible checkout options without needing a separate custom integration.

📌 Why it matters: This expands BNPL access deeper into enterprise payment infrastructure and shows how major processors are increasingly bundling alternative payment methods directly into merchant platforms.

⚠️👇👇👇RISK ALERT — FTC Warns Visa, Mastercard, PayPal & Stripe on "Debanking"

On March 26, 2026, the FTC sent formal warning letters to Visa, Mastercard, PayPal, and Stripe, flagging alleged denial of payment services to consumers based on political or religious views.

⚠️ Warning letters — not formal enforcement actions.

What this may mean:
• Card networks and processors may face added scrutiny over account-closure practices
• Documentation of termination reasons may matter more under future FTC review
• No new rule is in effect — this is a warning, not a mandate

⚠️👀👀💯INDUSTRY UPDATE — Square to end hemp/CBD sales support

📌 What changes: CBD/hemp items must be removed from Square catalogs (in-person & online) by the deadline.
