… 13. A sustainable solution to the crisis in Ukraine can only be reached with the full implementation by all sides of their commitments under the Minsk Agreements. We support the endeavors of the Normandy group and commend the multifaceted commitment of the OSCE in order to de-escalate the crisis. We stress the responsibility of the Russian Federation for the conflict and underline the role it needs to play to restore peace and stability. We reiterate our condemnation of the illegal annexation of the Crimean peninsula, reaffirm our policy of non-recognition, and fully support Ukraine’s independence, territorial integrity and sovereignty. We recall that the duration of sanctions is clearly linked to Russia’s complete implementation of its commitments in the Minsk Agreements and respect for Ukraine’s sovereignty. Sanctions can be rolled back when Russia meets its commitments. However, we also stand ready to take further restrictive measures in order to increase costs on Russia should its actions so require. We maintain our commitment to assisting Ukraine in implementing its ambitious and yet necessary reform agenda and commend Kiev for its progress to date. Despite our differences with Russia, we are willing to engage with Russia to address regional crises and common challenges when it is in our interest.

На этот раз уже Newsweek публикует то же самое фото, и уверяет нас, что это: «a photo of world leaders' spouses at the G7 summit in Sicily Friday, May 26» (см.
Daily Beast…

Europe can no longer "completely depend" on the US and UK following the election of President Trump and Brexit, German Chancellor Angela Merkel says.
Mrs Merkel said she wanted friendly relations with both countries, as well as Russia, but Europe now had to "fight for its own destiny".
It follows the G7's failure to commit to the 2015 Paris climate deal, talks Mrs Merkel said were "very difficult".
President Trump has said he will make a decision in the coming week.
"The times in which we could completely depend on others are on the way out. I've experienced that in the last few days," Mrs Merkel told a crowd at an election rally in Munich, southern Germany.

Ниже краткое изложение статьи «The Attack on Trump Is Exactly What a Russian Disinformation Campaign Looks Like» by Joel B. Pollak, опубликованной в Breitbart, с прямыми цитатами:
…It is an article of faith on the left that Russia wanted Trump to win the election because Vladimir Putin anticipated a more pliant approach, signaled by Trump’s explicit desire to negotiate a better relationship. But the Russians may just as well have preferred Hillary Clinton, who had given Russia everything it wanted while serving as President Barack Obama’s Secretary of State — from the ill-fated “reset,” to a surrender of U.S. missile defenses in Eastern Europe, to the sale of 20% of America’s uranium reserves to a Russian company closely tied to the Russian state.
It is more plausible to suggest that Russia simply wants to disrupt American politics if it can get away with doing so, and would do the same regardless of which candidate won the election. Even if — for argument’s sake — Putin once preferred Trump, that would not preclude him from trying to undermine President Trump now, if possible.
… Putin found a unique vulnerability in the hyper-partisanship of contemporary American politics, which makes devotees on either side (Democrats and Republicans) more willing to believe the worst about the other. Partisans on both sides might share a conspiratorial mindset when relegated to opposition status, but only the Democrats can harness the alchemy of the mainstream media to “normalize” fringe theories.
… it was a dubious “dossier” that alleged that Russia had dirt on Trump that caused much of the initial suspicion last year — and that it may well have been fed by Russian sources for that purpose. Add to that the recent revelation that … a key email …which implicated Attorney General Loretta Lynch in a scheme to suppress any FBI investigation into Clinton — was a fake, and a pattern seems to emerge.
Moreover, many of the recent intelligence leaks that have attempted to tie Trump to Putin have been thinly-sourced at best — in some cases, laughably so. The information that has been leaked could well have been fabricated — or at least fed to unwitting U.S. Intelligence sources who were ready to believe, and convey, the worst. Sen. Lindsey Graham — an early critic of Trump’s Russia policy — said… that an intercepted message from the Russian ambassador to his bosses back home, claiming that Jared Kushner wanted to set up a “back channel,” could well have been a set-up, exposed on purpose to be intercepted by the U.S.
Regardless, Trump is almost certainly right that the Russians are “laughing” at us. The entire political and media establishment is utterly consumed by an obsession with Russian influence for which there is no actual evidence. It is a hysteria worse than that of the McCarthy years, because in those days there really were American communists trying to take over the U.S. government on Moscow’s behalf.
Thanks to the “Democrat-media complex,” this may be the most powerful Russian disinformation campaign ever, and stands on the verge of bringing the American Republic to its knees. Journalists and elected Democrats are busily slapping each other on the back for “standing up for democracy.” To the extent that they believe it — when they are doing the opposite — Russia is surely grateful.

Ниже краткое изложение статьи «Ukraine's Government Is Failing to Unite Ukrainians» by Nicolai Petro and Josh Cohen, опубликованной в The National Interest, с прямыми цитатами:
… Ukrainian president Petro Poroshenko dramatically expanded his country’s sanctions against Russia by imposing multiyear sanctions on a number of IT companies. Once they are fully implemented these sanctions will impact some twenty-five million Ukrainians, or nearly every Ukrainian internet user… (It follows) restrictions … imposed on Russian television news programs, then artists, films and, most recently, books published in Russia...Most recently, Ukraine passed a law requiring 75 percent of television content to be in the Ukrainian language.
Critics say the government is trying to create a virtual wall around Ukraine, in a futile attempt to keep out all Russian influence. They worry that once this is accomplished, Kiev will seeks to impose a nationalist agenda on the country by attacking as disloyal the cultural affinity that most eastern Ukrainians feel for Russia —leading one Western journalist to accuse Poroshenko of appearing to “equate being Ukrainian with speaking Ukrainian.”
… President Poroshenko and his advisors seem incapable of understanding that millions of Ukrainians view such efforts as attacks on their heritage and way of life. Many citizens continue to see Russian cultural and religious identity not as antithetical to their Ukrainian identity, but as complementary to it… It is not Russian propaganda, but the government’s continuing assaults on their cultural, religious and ethnic identity that sustain the belief, still held by the majority of people in eastern and southern Ukraine, that the 2014 Maidan revolt was an “illegal military coup d’état.”
… In a country where, as recently as 2012, over 60 percent of newspapers, 83 percent of journals, 87 percent of books and 72 percent of television programs were in Russian, and where over 60 percent say they speak Russian at home and with their friends, the government is sending a clear message of exclusion rather than inclusion.
… Why would the government, which is in the midst of a profound economic and political crisis … aggravate domestic tensions in this way? Because stirring up hatred of Russia has short-term political benefits. First, it creates a reservoir of international support and funding for Ukraine. Second, it shifts domestic attention away from unpopular economic reforms. It also allows Poroshenko—whose popular support has fallen to critical levels—to run as a wartime president. Finally, questioning the loyalty of those who live in the East and South … preserves the dominance of the nationalist agenda, which is supported mostly in western Ukraine.
… The current course of denigrating those deemed insufficiently Ukrainian will only lead to a fracturing of the country along ethno-religious lines. This can still be prevented—if the government embraces an inclusive civic culture that respects Ukraine’s bicultural identity… Whether or not it chooses to do so will determine whether the 2014 Maidan will be remembered as the beginning of a new era of national unity, or the beginning of Ukraine’s disintegration.

Amherst College:
«I’ve done some thinking about whether or not we are in a cold war, and I think we are. If you ask yourself what are the main characteristics of a cold war, these characteristics are right before us. Each side sees the other as entirely at fault, and sees the conflict as based on ideologically sacrosanct principles rather than geopolitical differences, which might be more readily negotiated. Each side believes the cold war can’t end unless the other side fundamentally changes or collapses. Each side sees any agreements between them as basically tactical or temporary.»
«Then, in 1990, Gorbachev’s acquiesced in the liberation of Eastern Europe. He’s acquiesced in the reunification of Germany, which nobody in the West expects him to do. He’s acquiesced furthermore in a reunified Germany’s membership in NATO, which nobody in the West expects him to do. What is he hoping for? He’s hoping for the end to the east-west division in Europe. He’s hoping for, and Bush has encouraged him to hope, that NATO will become a political rather than military alliance. He’s hoping NATO and the Warsaw Pact will eventually disappear. What happens? Bush won’t play ball in the end. Instead, the process of NATO expansion, as I mentioned a few minutes ago, begins with East Germany. Putin goes over that endlessly as the beginning of the trouble, and so does Gorbachev himself.»
«Putin, if you read his speeches, is constantly talking about the history of American moves since 1991. He goes back to the expansion of NATO in its several stages, first the inclusion of East Germany when Germany reunited—it was allowed by Gorbachev to remain in NATO. Then in 1997, the addition of the Czech Republic, Poland, and Hungary. Then in 2002, Slovenia, Slovakia, Romania, Bulgaria, and the Baltic states. Then the threat in 2008 that Ukraine and Georgia would also join eventually.»
«Then of course there is the war in Iraq, which we conducted without the permission of the U.N. There’s the bombing of Belgrade as part of our attempt to protect the Bosnians and the Kosovars against Serbia. Then there’s Obama’s conduct in Libya, in which the U.N. did produce a resolution authorizing a no-fly zone, but we and our allies took it to mean we could eliminate Gadhafi. I could go on. I’m giving you Putin’s case that we were responsible. I agree with him about most of those things. I think they were mistakes.»
«I’ll give you one example of a certain action that’s connected to the hacking. Remember all those years in the ’90s when we in the United States sent people over to Russia to try to help them learn how to be a democracy? I’m sure that Putin, with his KGB background, viewed that as the functional equivalent of hacking. What were we doing? We were interfering in their elections. The fact that they welcomed that at the time, people like Yeltsin welcomed it at the time, makes no difference to Putin as he looks at it through his own lens.»
«I’m sure he’s not displeased with some of the chaos... but I suspect that was not necessarily his aim in the beginning. It’s hard to imagine, shrewd as he is, him imagining the scenario which plays out in the way these first months of Trump have played out. It’s too absurd and complicated for him to have imagined.»

«… Trump would de facto affirmatively accept the Russian annexation of Crimea, which can’t be altered or reversed anyway I think, and maybe he would begin to ease the sanctions, if he could get the Europeans to go with him, which would probably be all too easy. In return, Putin would back off on Ukraine. Exactly how, I don’t know the terms of that, but in a sense he would let Ukraine be Ukraine, and maybe pull troops out of that part of Ukraine, and pull back from exercises on the Baltic borders.»
«… I think it’s worth lowering tensions if we can possibly do it. After all, we’re both still armed to the teeth with nuclear weapons. We both still face a common enemy. It’s worth doing. It’s important to try to do it, but I certainly don’t imagine an end to this cold war akin to the end of the old Cold War, which Gorbachev achieved together with Reagan and Bush.»

По материалам статьи «What does Russia think about all this? ‘Washington has gone crazy.’» by David Ignatius, опубликованной в The Washington Post.
«It’s a mixture of disgust and sympathy. Disgust because 99 percent of that is lies or a concoction, maybe 100 percent. As for sympathy, it’s a desperate picture when a great democracy is killing itself, committing collective suicide.”
«I would have been proud and happy if the authorities of my country would have used some hackers to penetrate (your system), and showed that you’re living in a crystal palace and should not interfere in the affairs of others.»
«I wouldn’t love him (Trump) to run in Russia, but if your system couldn’t provide better, why not?»
«Trump is unbelievably brave in challenging U.S. political orthodoxy, including his calls for better relations with Russia.»
«America’s vaunted liberal international order is dissolving. That order we did not like, and we are doing away with it.»
«Russian President Vladimir Putin wins either way: If we did meddle in your elections, we show our might. If we didn’t, we’re pure.»
«We think Washington has gone crazy. The American story was always one of self-sufficiency. Now, we see a sense of vulnerability.”
«Trump’s election is a paradigm shift for an America that was much more polarized and overstretched than the elites realized. Now, it’s payback time.»
«You are assuring us that Putin is all-powerful, that he can do anything he wants — fix elections, change Europe, do anything.»
