They're sending roughly 12 to 15m barrel a day through Hormuz, if you add the SPR release and the increase in export elsewhere the oil market is again roughly balanced.
So now Iran has to bring those 12 to 15m that flows to a much lower number.
iran has to move from a purely defensive base to an offensive one, it's harder to do and it is more costly politically to cover blowing up the economy when the US is not attacking
