๐Ÿ‡ฐ๐Ÿ‡ช Kenya launches a digital gambling control system โ€” and it changes the rules of the game for the entire market
The Gambling Regulatory Authority (GRA) of Kenya has introduced a new Gambling Management System (GMS) โ€” a unified digital platform designed for gambling licensing and real-time supervision of operators.
What this means in practice:
โžก๏ธ All licenses, applications, and renewals will now be processed through a single online platform instead of fragmented manual procedures.
โžก๏ธ The regulator will gain real-time visibility into the activities of licensed operators, including betting companies, casinos, and lottery providers.
โžก๏ธ Enforcement against violations will become stronger, with faster responses to compliance breaches.
โžก๏ธ New mandatory requirements are being introduced:
โ€ข Age verification through ID or passport
โ€ข Player self-exclusion tools
โ€ข Separate player accounts
โ€ข Equipment certification
โ€ข Stricter advertising controls
This is part of the implementation of the Gambling Control Act 2025, which replaced the former Betting Control and Licensing Board with the new GRA.
Kenya is effectively moving from a relatively flexible supervision model toward a centralized, technology-driven regulatory framework.
โฌ‡๏ธ Why this matters for the industry:
1๏ธโƒฃ For operators โ€” this signals that licensing and reporting โ€œgray areasโ€ are closing. Transparency in documentation, reporting, and deadlines will become a two-way requirement: for regulators and for businesses.
2๏ธโƒฃ For the market as a whole โ€” Kenyaโ€™s gambling sector, especially mobile betting, has been growing faster than its regulatory framework could adapt. The GMS is an attempt to close this technological gap.
3๏ธโƒฃ For payment partners and high-risk providers โ€” stronger regulatory oversight usually means stricter requirements for:
โ€ข KYC/AML procedures
โ€ข Transaction reporting
โ€ข Ability to provide requested data quickly
โš ๏ธ This is already beginning to affect the payments side of the market.
Many African PSPs are becoming more cautious when onboarding offshore merchants and are gradually reducing exposure to offshore traffic.
Higher transparency requirements and regulatory pressure make cooperation with foreign operators without local licensing increasingly risky for payment providers. Many prefer to avoid potential compliance issues rather than resolve them afterward.
This means that for companies entering Africa with an offshore model, the window of opportunity is narrowing.
Access to local payment infrastructure will increasingly require real localization, not just formal presence:
โ€ข Local licensing
โ€ข Local legal entity
โ€ข Full compliance with regulatory requirements
โš ๏ธ The biggest risk for GMS is not the technology itself, but execution.
Real-time monitoring requires:
โ€ข Reliable data integration
โ€ข Strong cybersecurity
โ€ข Operator cooperation
โ€ข Technical maturity from the regulator
Without these elements, even an advanced system risks becoming only a formal requirement.

๐Ÿ“Œ Simple conclusion:
Access to the Kenyan market will increasingly depend not only on having a license, but on the operatorโ€™s ability to remain continuously transparent to regulators.
This shift is already influencing payment partners operating in the region.
For companies already active in African markets or planning expansion โ€” Kenyaโ€™s case is worth monitoring now, not after GMS reaches full implementation.

๐Ÿ‡บ๐Ÿ‡ธ US SWEEPSTAKES SQUEEZE CONTINUES โ€” WHAT IT MEANS GLOBALLY
The US is tightening restrictions on sweepstakes casinos โ€” the legal gray area that has expanded in states where real-money iGaming remains unavailable.
โฉ Mississippi (SB2104), Iowa (SF2289), and Oklahoma (SB1589) have recently introduced tougher measures against sweepstakes gaming. Illinois alone issued 65 cease-and-desist letters to operators.
โฉ Prediction markets are also facing regulatory uncertainty: authorities and industry stakeholders continue to debate whether platforms such as Kalshi and Polymarket should fall under financial regulation or gambling legislation. Hawaiiโ€™s HB2198 specifically seeks to classify and prohibit them as illegal gambling by July 2026.
โฉ The broader pattern: as US states increase pressure on sweepstakes platforms and prediction markets, displaced user activity and operator interest often move toward less regulated jurisdictions โ€” a trend previously observed with Brazilโ€™s regulatory changes and the UKโ€™s gambling tax increases.
โฉGlobal context: 2026 market forecasts suggest that โ€œwhack-a-mole enforcementโ€ is becoming a permanent feature of the industry โ€” regulators may not be able to eliminate black-market activity entirely, but can redirect it between jurisdictions.
Crypto casinos remain largely unregulated even in mature markets such as the UK, although the industry expects further regulatory action in 2026 to prevent younger users from moving toward unregulated platforms.
๐Ÿ“Œ For SEA merchants:
โ€” US enforcement does not directly impact SEA payment processing, but it reflects the same global trend: stricter regulation in major markets pushes activity toward less-regulated corridors.
โ€” Southeast Asia and South Asia remain among the most accessible payment processing regions globally.
โ€” Continued growth in demand for alternative payment solutions is expected as more jurisdictions tighten their regulatory frameworks.

๐Ÿ”ฅ Payment companies push back against one-click checkout for UPI๐Ÿ‡ฎ๐Ÿ‡ณ๐Ÿคฉ

A debate has emerged in India around a new payment solution proposed by NPCI โ€” UPI Checkout. The concept is based on saving a userโ€™s preferred payment application, similar to the Card-on-File (COF) model.

Currently, for every transaction, customers manually select which UPI application they want to use (with dozens of UPI apps available in India). Under the proposed model, a merchant would be able to save the customerโ€™s preferred UPI app or linked bank account, allowing users to proceed directly to PIN or biometric authentication without selecting an application each time.

However, payment companies including Paytm, CRED, and Super.money have reportedly sent a letter to NPCI warning that the proposal could negatively impact competition.

Their main concern is that once a customer saves a UPI ID with a merchant, they are unlikely to switch providers. This could further strengthen the position of the payment app selected during the initial setup.

From a conversion optimization perspective, the solution is highly attractive โ€” one-click payments typically improve checkout completion rates. However, competition and anti-monopoly concerns remain a critical issue for Indiaโ€™s payment ecosystem.

The UPI market is already dominated by PhonePe (around 45% of transaction volume) and Google Pay (around 33%), which remains a concern for competitors and NPCI itself.

Payment companies are also questioning whether the feature is necessary at all, arguing that UPI is already one of the most convenient payment methods available.

So far, NPCI has not issued an official response.

๐Ÿ“Š Pennsylvania: Online Gambling Surpasses Land-Based Casinos for the First Time
Pennsylvania reported a record-breaking financial year โ€” and for the first time in the stateโ€™s history, online gambling revenue has exceeded revenue from physical casinos.
โ†’ Total gaming revenue: $7.01 billion (+9.7% YoY)
โ†’ iGaming + sports betting: $3.60 billion โ€” 51.3% of the entire market (up from 46.4%)
โ†’ Casinos and table games: $3.35 billion, with their market share declining for the second consecutive year
โ†’ iGaming revenue: +18.4% YoY, reaching $2.93 billion
โ†’ Sports betting revenue: +35.9%, despite a decline in betting volume
The paradox of the year: traditional gambling in Pennsylvania is not disappearing. Slot revenue remained almost unchanged (+0.02%), while table game revenue declined for the fourth consecutive year.
The key factor is that the digital segment is growing significantly faster than traditional casinos can adapt to the changing competitive environment.
For PSPs, this is an important market signal: once online gambling accounts for more than half of total industry turnover, processing speed, payment reliability, and transaction performance become more important than physical casino presence.

๐Ÿ—ž Top News of the Week: July 27โ€“31

๐Ÿ‡ฉ๐Ÿ‡ด Dominican Republic: The country moved one step closer to a regulated gambling market after the lower house approved a bill introducing licensing for both land-based and online operators. Licenses are expected to be valid for 10 years, while operating without a license could lead to substantial fines and prison sentences of up to 10 years.

๐Ÿ‡ง๐Ÿ‡ด Bolivia: The country's largest private bank is launching the KOIN crypto wallet, supporting USDC, USDT, QR payments, internal transfers, and cash withdrawals. Visa will also enable stablecoin payments at merchants, highlighting how crypto is becoming a mainstream banking product rather than just an alternative payment method.

๐Ÿ‡น๐Ÿ‡ท Turkey: Authorities uncovered a network of 56 illegal betting platforms serving around 14 million accounts, with an estimated turnover of โ‚ฌ4.5 billion. Cryptocurrency-based payment infrastructure played a central role, and 57 suspects now face prison sentences ranging from 6 to 39 years.

๐Ÿ‡บ๐Ÿ‡ธ X: The platform is launching X Money for paid subscribers, featuring a Visa debit card, P2P transfers, up to 3% cashback, and up to 6% annual yield with direct deposit. Elon Musk continues building a Western version of WeChat with an integrated financial ecosystem.

๐Ÿ‡ฉ๐Ÿ‡ด Dominican Republic: The Central Bank is introducing the SGPI instant payment system, enabling transfers within 10 seconds, 24/7, across banks, credit associations, and other payment providers. Competition is increasingly shifting from access to payment rails toward convenience, security, and value-added services.

๐Ÿ‡จ๐Ÿ‡ณ China: Authorities are creating an international alliance to combat online fraud, with around 40 countries expected to participate. The initiative will primarily target cross-border scam centers operating in Myanmar, Cambodia, and Laos, where casinos are often used as operational infrastructure.

๐Ÿ‡จ๐Ÿ‡ด Colombia: Lawmakers are once again proposing a unified 19% VAT on online gambling. The tax would apply to both domestic licensed operators and foreign platforms, while the key question remains whether it will be calculated on deposits, wagers, or GGR.

๐Ÿ‡ณ๐Ÿ‡ฑ๐Ÿ‡ซ๐Ÿ‡ฎ Netherlands & Finland: Both countries continue tightening regulations for licensed gambling operators. Meanwhile, the legal market share in the Netherlands has already fallen to 49%, while Swedenโ€™s black market is estimated at 20โ€“25%, reinforcing the trend that stricter regulation of licensed operators can accelerate growth in unlicensed markets.

๐Ÿ‡ง๐Ÿ‡ท Brazil: Regulatory action has affected 73 of the country's 85 licensed bookmakers. Over the past 18 months, the Ministry of Finance has launched more than 100 administrative proceedings and imposed $2.17 million in fines. While enforcement has so far focused mainly on warnings, stricter action is expected in the fourth quarter.

๐Ÿดโ€โ˜ ๏ธ European Gaming and Betting Association (EGBA) ๐Ÿ‡ช๐Ÿ‡บ files official complaint with the Bank of Lithuania ๐Ÿ‡ฑ๐Ÿ‡น
The complaint concerns Walletto, a Lithuania-registered payment service provider. The regulator has been asked to investigate allegations that the company processed payments for illegal online betting operators.
๐Ÿ”บ According to the allegations, Walletto used merchant category manipulation, potentially allowing the real nature of transactions to be concealed when processed through major payment networks.
๐Ÿ”บ EGBA conducted its own investigation, analyzing illegal websites and mobile applications targeting European users. Researchers carried out test transactions and reportedly confirmed that Wallettoโ€™s services were used to fund accounts on several unauthorized gambling platforms. The payments involved cross-border transactions.
๐Ÿ”บ Context: Lithuania has become an important European hub for payment service providers seeking authorization to operate across EU markets. This has attracted increased attention from regulators, with enforcement based on frameworks including PSD2 and European anti-money laundering regulations.
๐Ÿ”บ The Bank of Lithuania has not yet issued a public response. The next step will be to determine whether the central bank launches an official investigation into Walletto and whether payment networks introduce additional compliance requirements for their participants.
๐Ÿ”บ EGBA is calling for stricter enforcement against payment providers working with offshore gambling operators, arguing that the complaint against one Lithuanian PSP reflects a wider compliance challenge across Europe.

๐Ÿ˜ผ Bulgaria ๐Ÿ‡ง๐Ÿ‡ฌ: Ministry of Finance, tax authorities, and Parliament prepare a comprehensive review of gambling legislation
The goal is to make the market environment easier for licensed operators while targeting the ecosystem that supports unlicensed gambling activity โ€” and this extends beyond payment providers.
โœ”๏ธ The problem: According to the Ministry of Finance, the unregulated segment may represent around 40% of Bulgariaโ€™s gambling market.
โœ”๏ธ A voice of reason:
โœ”๏ธ Deputy Minister Petkova used this figure to highlight that further tax increases could potentially make the situation worse by pushing more activity into the gray market.
โœ”๏ธ During interdepartmental discussions, proposals for additional gambling advertising restrictions were also rejected.
โœ”๏ธ Shift in focus: Regulators are planning to concentrate more attention on affiliate marketing operators โ€” including websites and other digital intermediaries that generate traffic for casinos and betting platforms in exchange for commissions.
โœ”๏ธAffiliates should prepare: Measures discussed as part of the 2026 budget framework introduce a potential regulatory regime for individuals and companies promoting gambling operators. Foreign-based affiliates may be required to appoint a representative in Bulgaria for communication with administrative and judicial authorities.
โœ”๏ธ What should be done? Affiliates may need to strengthen monitoring of the operators and domains they promote. The exact obligations will depend on the final legislation and official regulatory guidance.
โœ”๏ธ Regarding payment providers: The proposed measures aim to prevent direct transactions with unauthorized operators. The National Revenue Agency (NRA) plans to publish a blacklist of websites and portals. If a court decision is issued under the Gambling Act, internet providers will be required to block access to those domains. Financial intermediaries may also receive technical criteria and procedures to help identify payment recipients correctly.

๐Ÿ˜ India ๐Ÿณ๏ธ: CKYC Instead of KYC

India is set to launch Know Your Customer 2.0 (CKYC 2.0) in the near future. The new system will allow banks and insurance companies to share customers' KYC data through a single centralized database.

๐Ÿ”œ Why does this matter?
India already has around 1.2 billion KYC records, but many of them contain duplicate entries, missing information, and inaccuracies. As a result, regulators cannot fully rely on the existing database, forcing customers to complete the KYC process again every time they use a new financial service.

The new Central KYC 2.0 system will verify the accuracy of customer data and enable real-time updates. Customers will be able to authorize the sharing of their information using a one-time password (OTP).

๐Ÿ˜† Interesting fact:
As of 2024, 89% of India's population had a bank account.

๐Ÿ“ฒ Context:Since January, India has tightened KYC requirements for cryptocurrency platforms. Users are now required to complete identity verification through a live selfie, while crypto exchanges must also collect users' IP addresses and geolocation data.

The phased rollout of CKYC 2.0 is expected to begin this month. The new system is designed to bring even more people into India's financial and investment ecosystem.๐Ÿ“ท๐Ÿ‘ค

๐Ÿ—ž Main Weekly News: August 3โ€“7 in Review
๐Ÿ‡ฆ๐Ÿ‡ช An Iranian illegal betting network processed at least $4 billion through Dubai-based Shelbit. The unlicensed crypto exchange reportedly serviced around 2,000 betting websites, Iranian miners, and wallets linked to sanctioned entities. The VARA regulator ordered the company to cease operations over AML/CFT violations.

๐Ÿณ๏ธ EGBA filed a complaint with the Bank of Lithuania against payment provider Walletto. The association claims that test payments confirmed the processing of cross-border deposits for illegal operators and possible merchant-category manipulation. The regulator has not yet publicly responded.

๐Ÿณ๏ธ Ethiopia has completely shut down its legal betting market. Authorities accused industry participants of concealing more than $620 million in state revenue and moving funds through crypto exchanges and hawala networks. Local aggregators were also reportedly suspected of understating actual transaction volumes.

๐Ÿ‡ช๐Ÿ‡บ From 2028, AMLA will begin directly supervising around 40 high-risk financial institutions. The selection may include banks, payment systems, EMIs, and crypto companies. From July 2027, businesses will also face greater difficulty taking advantage of differences between national interpretations of KYC and AML requirements.

๐Ÿ‡จ๐Ÿ‡ฑ Chile is accelerating the adoption of its online gambling legislation. Foreign operators are already subject to a 19% digital VAT, including transactions from the previous 36 months, while payment providers face joint tax liability. The proposed framework adds a 23% GGR burden and introduces a replacement tax of 31% of gross revenue over three years for existing companies.

๐Ÿณ๏ธ Gambling generated $1.4 billion in tax revenue for Brazil during the first half of the year โ€” 83% more year-on-year. At the same time, the GGR tax rate is expected to gradually increase from 13% to 15% by 2028, while offshore operators are already estimated to account for 41โ€“51% of the market.

๐Ÿณ๏ธ India is launching CKYC 2.0. The new system is expected to clean up and centralize a database containing 1.2 billion KYC records, enable real-time data updates, and allow customers to confirm consent for data sharing via a one-time password.

๐ŸŒŽ Instant payments continue to become a national standard. Chilean banks are developing a QR-code and alias-based payment system inspired by Pix, while Wise has connected directly to Malaysia's PayNet, adding DuitNow transfers via phone number or ID as well as QR payments.

๐Ÿ‡ท๐Ÿ‡บ Russia is designing its regulated crypto market as a centralized and fully monitored system. Depositories have been proposed to maintain four separate registers and record every transaction, while the FSB wants crypto exchanges and gaming platforms to install SORM systems providing round-the-clock access to user data.

โš ๏ธ On the local market, subscribers reported non-payments involving Intouch, Major Payments, and RusPay. The total amount of reported claims exceeded $24,000, while one merchant reported that 16,843 USDT had been frozen. At the time of publication, representatives of the providers had not commented on the situation.

๐Ÿณ๏ธ New UPI fees may be introduced๐Ÿ‡ฎ๐Ÿ‡ณ

๐Ÿ’ณIndiaโ€™s Ministry of Finance is reportedly developing a new UPI pricing model under which P2P transfers and most everyday payments would remain free. However, merchant payments above โ‚น2,000 (~$20) could incur a fee of 0.25โ€“0.5%.๐Ÿ’ฐ

The new rules would reportedly affect only around 5% of UPI transactions by volume, since smaller payments make up most daily UPI usage. However, these larger transactions account for roughly 65% of total transaction value, meaning merchants could still pay MDR on a significant share of overall turnover.๐Ÿ“Š

๐Ÿ’ผThe proposed model follows the logic of Visa and Mastercard fees, effectively introducing an interchange-like charge. In 2020, India removed such fees to accelerate UPI adoption, while banks and payment providers received subsidies instead.

Now, India appears to be targeting international and larger merchants rather than applying fees across the entire ecosystem. The charges are reportedly expected to apply to businesses with annual turnover above approximately $180,000.โœ๏ธ

In practice, this could lead to a noticeable increase in payment processing costs in India, as an additional โ€œinterchangeโ€ expense would be added to the payment-processing chain.๐Ÿ‡ฎ๐Ÿ‡ณ

๐Ÿณ๏ธ Kazakhstanโ€™s national QR system processes $365 million in under a month

Kazakhstanโ€™s national payment system processed 6.5 million QR payments and phone-number transfers worth 170 billion tenge โ€” around $365 million โ€” between its launch on July 19 and August 13.
The infrastructure is built around an interbank QR model. A customer scans a single QR code, while the system identifies the participating bank and routes the payment to the merchant, regardless of where either side holds an account.
The average transaction value reached approximately $56.
The same infrastructure also supports real-time transfers by phone number between customers of different banks. These transfers operate 24/7, settle instantly, and carry no fees.
Kazakhstan is moving away from bank-specific QR ecosystems toward a shared national payment layer that can serve customers and merchants across multiple banks.

๐Ÿ—ž Top News of the Week: August 10โ€“15 Highlights

๐Ÿ’ธ๐Ÿ‡ท๐Ÿ‡บ Binance has started enforcing new sanctions-related restrictions on crypto services connected to Russia. Some measures are already active, while others will take effect on August 23. Transactions involving related wallets may be blocked, and certain users could face additional compliance reviews and account restrictions.

๐Ÿช† Russian law enforcement raided crypto exchangers at Gorbushka Market, reportedly seizing more than 10 million rubles during the first hours of the operation. The investigation is linked to a courier for phone scammers who allegedly attempted to convert stolen funds into cryptocurrency.

๐Ÿ‡ท๐Ÿ‡บ Starting in March 2027, Russian banks will be required to stop transfers if malware is detected on a customerโ€™s device. The rule will apply to bank cards, electronic money, and the Faster Payments System (SBP).

๐Ÿณ๏ธ๐Ÿณ๏ธ Crypto withdrawals are becoming slower due to anti-fraud measures. Japanโ€™s FSA has proposed risk-based limits and waiting periods for newly added withdrawal addresses, while Brazil plans to introduce a 24-hour delay on certain international transfers and personal-wallet withdrawals from January 2027.

๐Ÿ‡ต๐Ÿ‡ฑ BLIK will begin rejecting payments to illegal online casinos starting September 1, integrating directly with Polandโ€™s Ministry of Finance blacklist.

๐Ÿณ๏ธ Brazilian banks closed 323 accounts suspected of being linked to illegal betting operations or payment mediation activities.

๐Ÿ‡จ๐Ÿ‡ฑ๐Ÿณ๏ธ Website blocking continues to expand. Chile introduced a permanent mechanism for identifying and blocking online casinos and mirror sites, while Italy ordered the blocking of an additional 190 gambling websites.

๐ŸŽฐ The illegal online gambling market in the United States is estimated at $97.4 billion, significantly exceeding the size of the regulated market according to some industry estimates.

๐Ÿ’ณ Visa is acquiring BioCatch for $2.4 billion. BioCatch specializes in behavioral biometrics and fraud detection, analyzing thousands of user behavior signals to identify suspicious activity.

๐Ÿณ๏ธ Brazilโ€™s Central Bank is actively promoting the international expansion of Pix, which processed nearly 80 billion transactions worth $6.87 trillion in 2025.

๐Ÿณ๏ธ India is considering introducing UPI fees for large merchants, potentially applying charges of 0.3โ€“0.5% on transactions above โ‚น2,000.

๐Ÿ”ฅ๐Ÿ‡บ๐Ÿ‡ฟ Uzbekistan will ban P2P transfers through websites

Starting from November 16, new rules will come into effect in Uzbekistan, prohibiting payment companies from processing P2P transfers through websites. All P2P transactions will have to be carried out through mobile applications.

When a user logs into their account from a new device, linked bank cards will also be temporarily disabled. They can only be reactivated after the user confirms their identity with an OTP code.

Users will still be able to access their personal accounts through browser versions, but the transfer function will not be available there.

Payment companies that process transactions without additional identity verification measures may also be held responsible for customer losses resulting from fraud.

The new rules will apply to all banks and fintech companies, including Click, Uzum, Payme, and others.

๐Ÿ“ฑ TikTok is exploring P2P payments inside direct messages
TikTok is working on a feature that could allow users to send money directly through DMs.

References to P2P transfers were found in the US iPhone version of the app. The proposed flow is simple: the recipient would tap to accept the payment before it expires, while the sender would receive a status update. Users could also attach a message to the transfer.
Payments would be handled through TikTok Pay, which already supports purchases in TikTok Shop across Vietnam, Malaysia, and Thailand.

However, there is an important caveat: the feature is not currently being tested in any market, and TikTok has not confirmed that it will launch.
The direction still makes sense for the platform. TikTok already has a large internal payments ecosystem built around coins, virtual gifts, and commerce. In 2025, in-app purchases generated an estimated $3.3โ€“3.7 billion globally, with around 40% coming from the US.
P2P payments could also keep more financial activity inside TikTok. Users already list services such as Venmo and Cash App in their profiles to receive money from followers, while an internal transfer tool could move those interactions directly into the platform.
The development also fits ByteDanceโ€™s broader fintech expansion. The company has been hiring former JPMorgan employees, building payment infrastructure, and has applied in Brazil for two licenses covering electronic money issuance and direct lending.
The market is already taking the possibility seriously: PayPal and Western Union shares fell following the news.
For now, this remains an early-stage product rather than a confirmed launch. But TikTok already has users, commerce, and payment infrastructure โ€” adding P2P would bring another part of the financial flow inside the app.

๐Ÿ”ฅ๐Ÿ‡ฎ๐Ÿ‡ณ๐Ÿ‡ฎ๐Ÿ‡ณ๐Ÿ‡ฎ๐Ÿ‡ณ๐Ÿ‡ฎ๐Ÿ‡ณ Indian UPI to integrate with HUMO๐Ÿ‡บ๐Ÿ‡ฟ

India and Uzbekistan have signed an agreement to integrate Indiaโ€™s national UPI system with the HUMO card scheme within the next year.
For now, the payment flow will be directed from India, with Indian tourists visiting Uzbekistan expected to be the main beneficiaries. They will be able to use their UPI apps while in Uzbekistan. Other payment corridors are also planned for the future.
UPI has officially been launched in several countries, but it is actively operating only in Singapore, Nepal, and Bhutan. The remaining jurisdictions are formally connected, but according to user feedback, their practical effectiveness remains relatively low.
These include Mauritius, Sri Lanka, the UAE, Cambodia, Qatar, and France.
