It does not reflect the reality of the online market, which operates across borders, adapts quickly to technology changes, has massive advertising reach, and provides direct access to users.

😁 A strategic move: Although the Supreme Court ruled that unauthorized online betting is illegal, Chile’s Internal Revenue Service (SII) introduced a mechanism allowing foreign platforms to register and pay VAT on operations carried out in Chile.
No, companies did not exactly rush to complete the required registration. But ❗️

😁😁 Round two: On July 15, the regulator launched a taxpayer substitution mechanism. If a company fails to comply, tax authorities can now pursue the payment provider working with that company instead.

😁😁😁 And then things started moving… Within the first two days — July 14–15 — 25 gambling companies registered. They were able to move to a simplified VAT payment regime, while another 10 companies previously identified by tax authorities placed their payment partners under scrutiny and will now be required to pay 19% VAT on every transaction made by players.

It is likely that similar legal mechanisms will appear in other jurisdictions — especially in markets where gambling is heavily regulated and operators have little incentive to voluntarily enter fully regulated “white” environments.
