As the World Cup final kicked off on Sunday, Turkish prosecutors issued freeze orders to 32 banks, locking 6,314 accounts allegedly used to process illegal betting funds. The timing was deliberate: investigators monitored the network throughout the tournament before moving in at the peak of betting activity.

Justice Minister Akın Gürlek said police also raided 19 external finance houses that allegedly acted as payment hubs, pooling bets, rotating bank cards, and transferring funds between platform accounts. Of the 23 suspects, 16 were detained.

The scale of the operation is the real story. Authorities estimate that illegal betting turnover during the 2026 FIFA World Cup reached up to $50 billion, compared with roughly $35 billion during the 2022 tournament.

With traditional banking rails and card payments increasingly monitored by Turkey’s AVCI AI surveillance system, unlicensed operators are being pushed toward third-party accounts and cryptocurrency to move funds.

• Expanded enforcement against illegal gambling platforms.
