🇷🇺Russia plans to officially open access to USDT and USDC (but only for qualified investors)

Starting from September 1, 2026, qualified investors will be able to purchase foreign stablecoins (including USDT and USDC), as well as other foreign non-deliverable digital instruments, through the Russian infrastructure being created for organized cryptocurrency trading.
At the same time, popular payment stablecoins such as USDT and USDC may not fall under Russia’s legal definition of digital currency, because their issuers assume obligations to maintain the value of tokens and redeem them. This could place them outside the current definition of cryptocurrencies in Russia.

🇹🇷 Turkey: 86 arrested, $4.17 billion in turnover — a match-fixing and illegal betting network was laundering money through crypto
→ Simultaneous raids were carried out across 24 provinces
→ Revenue came from match-fixing, as well as legal and illegal betting activities
→ Front businesses included a currency exchange office and jewelry trading operations at Istanbul’s Grand Bazaar
→ Money mules aged 20–30, with no stable income, were holding around $2.2K per account
→ Even the “smallest” account processed a turnover of $1.95 million
→ Assets worth $7.6 million were seized and accounts were frozen
The paradox lies in the scale: the system was uncovered not because of the betting activity itself, but due to basic financial hygiene — the turnover of “empty” mule accounts was simply too large compared with their owners’ personal profiles. The crypto layer did not eliminate the risk: money flows still leave traces when operators are not integrated into compliance processes from the very beginning.
For PSPs, this is another reminder to review AML procedures for high-risk segments — cases like this typically do not affect only one operator, but can damage the reputation of the entire payment infrastructure around it.

⚽️ The 2026 FIFA World Cup became the largest tournament in history: for the first time, 48 national teams participated, and the number of matches increased from 64 to 104. This resulted in record levels of digital traffic and fan engagement worldwide.

🇮🇳 India became one of the most active markets during the tournament
⏩ During the very first weekend of the championship, broadcasts attracted more than 100 million viewers. Despite many matches taking place late at night in Indian time zones, audience interest continued to grow.
↗️ According to analysts, global betting volume on the 2026 World Cup exceeded $50 billion — more than 40% higher than during the 2022 tournament.

📤 For the industry, this meant:

🔵growth in the number of new users
🔵 increased deposit and withdrawal volumes
🔵multiple pressure on payment infrastructure
🔵a high cost of payment processing failures

🚀 But the most interesting part is that this peak of activity does not end with the final match.

📌 In the coming months, Indian audiences will shift their attention toward international cricket tournaments, football competitions, and domestic sports leagues.
After that comes the festive season with Diwali, when digital payment volumes traditionally reach one of the highest levels of the year.

😍This trend is also confirmed by IPL 2026: the tournament’s total reach exceeded 1.06 billion screens, while the average reach per match reached 277 million viewers.

📱 Through @TravisTL — t.me/TravisTL, P2P agents become part of one of the largest payment networks for the Indian market, gaining the opportunity to grow alongside the continuously increasing demand for payment solutions.

🚨 What’s happening with Airpay🤩🤩

This past weekend was one of the most turbulent periods the Indian high-risk payments market has seen in quite some time.😭

ℹ️ According to our sources, raids were reportedly carried out at Airpay’s offices. Almost immediately afterward, its payment channels suspended operations. Market participants estimate that Airpay processed up to 80–90% of UPI Intent gateway traffic in the high-risk segment, making the disruption felt across the industry.
By Monday, some providers had managed to restore operations through Airpay. Others are still experiencing disruptions, while some are waiting to see how the situation develops.

🛍 What the market is currently discussing:

➡️ There are reports of possible criminal proceedings involving Airpay’s management.
➡️ According to market sources, a list of merchant IDs (MIDs) has reportedly been identified for which settlements may not be processed.
➡️ If confirmed, some PSPs and merchants could face substantial financial losses and serious cash flow challenges.

🌎So far, Airpay has not issued an official statement, leaving the situation highly uncertain. India’s high-risk payments market continues to move from one disruption to the next, with periods of stability becoming increasingly short.

↔️If these reports are confirmed, many merchants are likely to begin looking for alternative payment providers, potentially driving a significant increase in traffic toward traditional PSP platforms.

We’ll continue monitoring the situation and share updates as more information becomes available.👀

🇹🇷 Turkey freezes 6,314 accounts as the final whistle nears

As the World Cup final kicked off on Sunday, Turkish prosecutors issued freeze orders to 32 banks, locking 6,314 accounts allegedly used to process illegal betting funds. The timing was deliberate: investigators monitored the network throughout the tournament before moving in at the peak of betting activity.

Justice Minister Akın Gürlek said police also raided 19 external finance houses that allegedly acted as payment hubs, pooling bets, rotating bank cards, and transferring funds between platform accounts. Of the 23 suspects, 16 were detained.

The scale of the operation is the real story. Authorities estimate that illegal betting turnover during the 2026 FIFA World Cup reached up to $50 billion, compared with roughly $35 billion during the 2022 tournament.

With traditional banking rails and card payments increasingly monitored by Turkey’s AVCI AI surveillance system, unlicensed operators are being pushed toward third-party accounts and cryptocurrency to move funds.

🇪🇸Prediction Betting: Will Spain’s Gambling Law Allow It?

Legal experts at a Gaming in Spain webinar examined how prediction betting could fit into Spain’s existing gambling framework, particularly as the DGOJ prepares a new consultation on the country’s Remote Gambling Act.
The discussion follows the DGOJ’s decision to open disciplinary proceedings against Polymarket and Kalshi in May 2026.
While European regulators are increasingly moving to restrict offshore prediction markets, a broader legal debate is emerging around how these products could be brought into regulated markets — including how they should be classified, supervised, and taxed within existing sports betting frameworks.

👻 Chile 🇨🇱: 35% of the country’s gambling revenue comes from online casinos… and regulators are getting closer to taking control of the sector

Let’s remember that — as in many Latin American countries — gambling in Chile is technically prohibited, meaning there is no comprehensive regulatory framework for the sector (unlike, for example, Brazil 🇧🇷). However, the country appears to have developed a precedent for applying effective pressure mechanisms against the industry.

😁 Interesting math: According to a study by the Center for Public Studies, unlicensed platforms generated approximately $473 million USD in 2025. If these operators had been licensed, the government treasury could have received around $94 million USD, given the special tax rate of 20% on gross gambling revenue. The word “could” is the key point here.

😁 A statement of the obvious: Chile’s current regulatory model is built around exclusive licenses, physical oversight, and territorial restrictions. It does not reflect the reality of the online market, which operates across borders, adapts quickly to technology changes, has massive advertising reach, and provides direct access to users.

😁 A strategic move: Although the Supreme Court ruled that unauthorized online betting is illegal, Chile’s Internal Revenue Service (SII) introduced a mechanism allowing foreign platforms to register and pay VAT on operations carried out in Chile.
No, companies did not exactly rush to complete the required registration. But ❗️

😁😁 Round two: On July 15, the regulator launched a taxpayer substitution mechanism. If a company fails to comply, tax authorities can now pursue the payment provider working with that company instead.

😁😁😁 And then things started moving… Within the first two days — July 14–15 — 25 gambling companies registered. They were able to move to a simplified VAT payment regime, while another 10 companies previously identified by tax authorities placed their payment partners under scrutiny and will now be required to pay 19% VAT on every transaction made by players.

It is likely that similar legal mechanisms will appear in other jurisdictions — especially in markets where gambling is heavily regulated and operators have little incentive to voluntarily enter fully regulated “white” environments.

🇧🇷 Brazil tightens betting advertising rules: fines of up to 20% of turnover and liability for platforms
The Brazilian government has published two regulations introducing new requirements for fixed-odds betting advertising. The documents establish mandatory warnings, content restrictions, and expand responsibility across the entire advertising distribution chain.

📌 Mandatory warnings (effective from July 17):
🔵Every advertisement must include one of three statements warning about addiction risks, financial losses, or the fact that betting is not an investment activity.
🔵 Placement requirements: horizontal format, clearly visible and readable, covering at least 10% of the advertising area.

🚫 Content restrictions:
🔵 Promotion of operators without authorization from the SPA
🔵Expert analysis and predictions within editorial content that encourage betting activity
🔵Presenting betting as a source of income, an investment opportunity, or a way to recover losses
🔵Advertising easy wins and success stories through influencers
🔵 Calls to place bets immediately or encouragement of excessive gambling
🔵 False claims about winning probabilities or the role of skill in outcomes
🔵 Sexualized imagery, discrimination, or content offensive to cultural traditions
🔵 Any advertising targeted at minors

📱 Responsibility of platforms and distributors:
🔵 Authorization verification: before entering into advertising agreements, platforms must verify that the advertiser holds valid SPA authorization.
🔵 Transparency: platforms must store and display the advertiser’s name, tax identification number, and authorization number within the interface.
🔵 Child protection: social networks must prevent minors from being exposed to betting advertisements; app stores must restrict access to betting applications without age verification.

⚠️ Sanctions:
🔵For operators: fines of up to 20% of turnover or suspension of authorization for up to 180 days. Repeated violations may result in license cancellation.
🔵For distributors: fines of up to approximately $2.73 million under the Consumer Protection Code.
🔵 For influencers: liability falls on the operator, and the content must be removed.

🔍 Industry context:
🔵 Paradigm shift: while Regulation No. 1.231 (2024) focused responsibility mainly on operators, the new rules extend obligations to media companies, platforms, influencers, and app stores.
🔵 Compliance as a filter: the requirement to verify SPA authorization creates an additional barrier for gray-market operators attempting to advertise.
🔵 Affiliate risk: affiliates and CPA networks will need to integrate license verification into their processes, otherwise they may also face penalties.

🇵🇭🇱🇰 SEA REGULATION UPDATE: PHILIPPINES LEADS, SRI LANKA MOVES TOWARD FRAMEWORK

Industry analysts confirm a shift in Southeast Asia’s regulatory landscape for 2026:

⏩ The Philippines has become a key market in bringing online gambling under greater control — improving regulation and transparency and moving closer to established gambling regulatory frameworks seen in other regulated jurisdictions. This follows the 2024 offshore gambling operator ban and the takedown of 10,000+ websites.
⏩ Sri Lanka is described as “another jurisdiction gradually moving toward a regulated online gambling market” — a notable shift from its previous unregulated status.
⏩Meanwhile, progress remains uneven across the region: Thailand, Vietnam, Cambodia, and Myanmar show no clear signs of legalizing online gambling in 2026. Southeast Asia has young, tech-savvy populations and strong mobile/payment infrastructure, but regulatory frameworks continue to lag behind market demand.
⏩ The broader SEA context: no country in the region is expected to establish a fully comprehensive legal framework for online gambling in 2026, despite continued market growth

📌 What this means for merchants:

➖ The Philippines is becoming the “test case” for SEA regulation — GCash/Maya payment processing may face increased compliance requirements as the framework develops.
➖ Sri Lanka’s gradual transition creates an early-mover opportunity for compliant PSPs entering the market.
➖ India and Indonesia continue to rely on payment-level enforcement without full legalization — a different model from the Philippines’ licensing approach.
➖ The region remains highly fragmented: there is no single “SEA strategy” that works everywhere — each market requires its own compliance approach.

⚠️ Kenya 🇰🇪: Supreme Court suspends new gambling licensing framework due to regulatory shortcomings
The key issue is that the minimum capital requirements specified in the final version of the gambling licensing regulations were significantly higher than those presented during the public consultation process. This exact point is highlighted in a lawsuit filed with the Supreme Court by a Nairobi-based law firm.
🔣 From a legal perspective: this omission may violate the 2010 Constitution of Kenya, as Article 10 recognizes public participation as a national value and a key principle of governance.
🔣 The Gambling Control Act, which came into force on June 30, replaced the outdated legal framework dating back to 1966. At the same time, industry oversight was transferred to the newly established Gambling Regulatory Authority (GRA). Everything appeared to be moving toward implementation, but the court action has effectively blocked the activities of companies that obtained licenses under the new law. (Naturally, companies that did not receive licenses are also unable to operate.)
🔣 On the other hand, the lawsuit reflects dissatisfaction among small and medium-sized operators seeking to enter the regulated market but unable to meet the newly introduced minimum capital requirements.
🔣 The legal process could now take several months — or even longer. For now, the interested parties — GRA, the government, and the Association of Gaming Operators of Kenya (AGOK) — have 14 days to submit applications and attempt to resolve the situation. The hearing is scheduled for September 21, and the outcome remains uncertain.
🔣 Market context: According to Mordor Intelligence, Kenya is expected to become one of the fastest-growing gambling markets in Africa in 2026, with a projected CAGR of 12.96% through 2031 and an estimated 1.6 million active players by 2029.
