1️⃣ This is an 'appeal' by 11 ministers & not a formal rejection by their President or foreign affairs department.
2️⃣ Point 1 states their cabinet haven't passed a resolution to ratify or withdraw from this treaty.
3️⃣ Points 2 & 3 argue & attempt to reaffirm Estonia's sovereignty in making its own decisions, as only 9 out of 101 ministers voted in favour of the 4th March 2022 resolution whereby the EU could negotiate on behalf Estonia regarding the Pandemic Accord & IHR amendments.
🇪🇺 The EU is by definition a supranational entity whereby its member states have ceded certain powers through other treaties, e.g. TEU, TFEU, when it comes to international agreements.
✅ But this doesn't mean EU states like Estonia cannot affirm their sovereignty in negotiations.
