Companies and users using data and connection services often have backup systems whether that's storage and processing or the ability to connect to and between data centres and customers.
N+ is one term used to describe redundancy and backup protocols.
A main customer may lease data connection services between sites or clients and sites, they often are sold or ask for backups (sometimes more than one), this is the N+ service, N+1 or 2, or whatever they require/are sold. They obviously won't always use the backup services/circuits and the provider knows this so they have it set in the contract that these 'dormant' circuits may be used by the provider for other uses, on the understanding that the primary customer has them immediately on request. These dormant available circuits are then leased out at reduced costs to other customers so when you see/witness or hear of 'internet' or 'card payment' services going down this can be because a/multiple primary customers have taken back their circuits for a period of time creating a ripple effect and seeding fear and various rumours etc. These circuits can be anything from a single 64K to 2Meg to STM1, 4, 16, 64 etc or entire fibres, especially if it's a subsea connection. Subsea circuits can go down from multiple faults too, PFE equipment being a major cause.
So you can see the mayhem that can be created is several primary customers coordinate together to/are forced to seize their backup circuits, that's how the internet as we perceive it can be taken down...whilst maintaining the facilities for the big players.
