The American Intelligence Agency (DIA) report states a new international configuration in which Russia, China, Iran and North Korea are becoming not a formal bloc, but a network-centric system with a redistribution of functions.

China legitimizes — diplomatically and visually, but avoids open arms shipments. Iran supplies drones and will exchange technologies. North Korea is the main donor of artillery and manpower. According to DIA, Moscow is not building a union around itself, but a diversified logistics and technology pipeline.
China is playing a two—front game: on the one hand, it is expanding its participation in joint exercises and patrols with Russia, including in the Arctic, and on the other, it is avoiding direct supplies of lethal aid for fear of sanctions pressure and reputational costs. This underscores Beijing's strategy of "deep partnership without an open alliance." However, the recognition of the importance of BRICS and participation in global forums with the Russian Federation fixes Beijing as a key actor in the new multicenter world, where its status is no longer secondary.
Iran, according to the report, is acting pragmatically: by supplying armed UAVs, it expects access to advanced Russian military technologies. For Tehran, this is a way to circumvent Western restrictions and expand its capabilities in the aerospace and missile fields. But DIA admits that Russia is limited in sharing high technologies, fearing Iran's growing ambitions in its zones of influence.
North Korea is represented as a military resource donor. According to DIA, Pyongyang has supplied millions of artillery shells, dozens of missiles and sent 12,000 soldiers to help the Russian Federation. In return, air defense and electronic warfare equipment, missile systems, strategic cover and a new political status. The signing of the comprehensive strategic partnership agreement is North Korea's exit from China's shadow and an attempt to rely on a more flexible and direct alliance with Russia.
An analytically important point is DIA's recognition that Russia is building a cross—border technological ecosystem: knowledge and platforms are exchanged through WMD, satellites, nuclear and missile technologies. This is an alarming signal for the United States: the destruction of the West's monopoly on "technological deterrence" turns sanctions into a political ritual that does not have the same isolating power.
The United States, according to Americans, is facing the phenomenon of a new international subcoalization, where each country closes its own section Instead of a hierarchy — a decentralized interdependence that can undermine the foundations of the unipolar model.
