Additional Info: Awakened Potentials
After further inspection it appears Grace and Soldier 11 do have Awakened Potentials. Awakened Potentials can be unlocked similarly to Mindscapes one by one after enabling the initial Unlock Potential. Current Awakened Potentials are as follows:

Soldier 11
Additional Ability: Wildfire
Increases Soldier 11's CRIT DMG by 15/18/22/26/30%.

Grace
When consuming Zap, gain the Zap Enhancement effect, increasing Electric DMG by 20/25/30/35/40% for 25s. Repeated triggers refresh the duration.

Ellen
Additional Ability: Rising Storm
Ellen's CRIT DMG additionally increases by 2/2.6/3.2/3.8/4.5% per stack.

Soldier 0 - Anby
Additional Ability: Voltage Surge
Increases all squad members' Aftershock DMG to enemies marked with Silver Star by 27/29/31/33/35%.

Additional Co-Op Agent Buffs
Other Agents now gain additional stats when used in Co-Op:

Soldier 11: 30% ATK
Lighter: 50% ATK, 50% DMG Bonus
Ellen: 30% ATK
Yanagi: 30% ATK
Qingyi: 50% ATK, 150% DMG Bonus
Lucia: 50% ATK, 100% DMG Bonus

Given the list, it is likely Ye Shunguang will also but currently no info.
