According to Russia’s Permanent Representative to the UN Vasily Nebenzya, the official in question is Deputy Foreign Minister Alexander Alimov.

Nebenzya accused Washington of violating its obligations under the agreement governing the UN headquarters, which предусматривает access to the organization’s headquarters for officials of all member states.

Moscow also described the decision as “a gesture of disrespect” toward China’s presidency of the UN Security Council, since Alimov was expected to attend the meeting at the invitation of Chinese Foreign Minister Wang Yi.

Washington has not yet commented on the matter.
