Friedrich Merz’s proposal for Ukraine’s “associate membership” in the European Union has received mixed reactions, Euronews reports.

In Brussels, Merz’s letter was compared to an article he published last year advocating the use of frozen Russian assets to finance a reparations loan for Ukraine — an idea that reportedly surprised EU leadership and was ultimately not implemented.

According to one diplomat, the current letter was seen as “a rather hasty step, and also poorly coordinated. The timing was poorly chosen,” adding that many colleagues shared this view.

At the same time, the European Commission, which oversees the enlargement process, reacted more positively, describing the initiative as evidence of “the strong intention of EU countries to make enlargement a reality as soon as possible.”

“Enlargement is a geostrategic investment in our prosperity, peace, and security. And Ukraine’s accession to the European Union is fundamentally linked to the security of our Union,” said Guillaume Mercier, the Commission’s spokesperson for enlargement.

At the same time, he stressed that any innovative model must still be based on the principle of merit, which governs the complex multi-stage accession process.

Earlier this year, the Commission proposed a model under which Ukraine would be formally declared an EU member, while the practical benefits of membership would be introduced gradually. EU capitals reportedly rejected the idea, calling it dangerous and unrealistic.

Merz’s current proposal envisions gradual integration, giving Ukraine access to EU funds and high-level forums, while formal full membership would come only at the end of the process.

At present, negotiations with Ukraine remain blocked by Hungary’s veto, largely due to disputes over the rights of the Hungarian minority in Transcarpathia.

However, Brussels hopes that after the change of government in Budapest, the veto could be lifted by June, allowing the launch of the first negotiation cluster — known as “fundamentals” — and potentially unblocking the remaining five by the end of the year.
