🇰🇷 Seoul floats AI profit dividend for all citizens

South Korea's presidential policy chief Kim Yong-beom has called for AI profits and related tax revenue to be structurally redistributed to all citizens, arguing that AI gains are partly built on five decades of national industrial infrastructure. The proposal comes as Samsung's chip-division labour union threatens an 18-day strike from May 21, demanding 15% of operating profit for employees. Samsung and SK Hynix shares fell as much as 5.4%, pushing the Kospi down 5.1%.

The proposal reflects widening domestic pressure on South Korea's semiconductor majors to share AI-era gains more broadly. SK Hynix already agreed in 2025 to allocate 10% of annual operating profit to a performance bonus pool — a benchmark Samsung workers are now citing. Kim explicitly flagged that excess AI profits are structurally concentrated among memory firms, core engineers, and asset holders, leaving the middle class with only indirect benefits.

A citizen dividend framework, if formalised, would mark a significant policy shift in how South Korea manages returns from its position as a core node in global AI hardware supply chains.

🇺🇬 Uganda passes Protection of Sovereignty Bill after Museveni forces last-minute amendments

Uganda's parliament passed the Protection of Sovereignty Bill on 5 May after President Yoweri Museveni intervened to strip out the most contentious clauses. The key amendment narrowed the definition of foreigner to exclude Ugandan citizens abroad, while the definition of agent of a foreign power was refined to cover only those who formally and knowingly act on behalf of foreign interests to influence policy, elections, or national security. An initial requirement for all individuals and businesses receiving funds from abroad to register was dropped following warnings from Central Bank Governor Michael Atingi-Ego that it risked an economic disaster and would cut diaspora remittances. Registration will now apply only to those receiving funds for political purposes.

Critics say the law will disproportionately affect opposition parties and civil society groups reliant on foreign donors, and is aimed at curbing the influence of Bobi Wine's National Unity Platform ahead of the next electoral cycle.
