Saudi Arabia, Kuwait, and the UAE are among Gulf producers that have approached South Korea about storing crude oil at its petroleum reserve bases, according to South Korea's Ministry of Trade, Industry and Energy. The Strait of Hormuz has remained closed since late February following the outbreak of US-Israel-Iran hostilities, leaving Gulf exporters with filling storage tanks and no viable export routes.
South Korea's oil reserve bases hold a combined capacity of 146 million barrels — the world's sixth largest — built largely underground following the 1973 and 1979 oil crises. For Gulf states where crude exports represent the dominant share of GDP, pre-positioning oil outside the Strait reduces exposure to the blockade and preserves future sales options.
The arrangement would benefit both sides: South Korea gains leverage and potential energy security buffers, while Gulf producers access a strategically located outlet beyond the Hormuz chokepoint.
