On holding a parade in Moscow

Taking into account numerous requests and for humanitarian purposes outlined in negotiations with the American side on May 8, 2026, I decree:

To allow a parade to be held in Moscow (Russian Federation) on May 9, 2026.

For the duration of the parade (from 10:00 a.m. Kyiv time on May 9, 2026), the area of Red Square shall be excluded from the plan for the use of Ukrainian weapons.

🇺🇦🇫🇷 Ukrainian suspected of torture in Donetsk prison, imprisoned in France, — Ouest-France

This is Yevgeny Brazhnikov, born in 1979, a native of Donetsk, who ended up in Ukrainian-controlled territory at the end of 2019 during a prisoner exchange.

After some time, it turned out that he was a guard in the notorious Izolyatsia prison and tortured prisoners. However, Brazhnikov managed to escape to France, where he requested asylum.

In April of this year, he was taken into custody, and then, at the request of the French National Anti-Terrorist Prosecutor's Office, he was placed in pretrial detention on charges of crimes against humanity.

He is suspected of being “responsible, in particular, for extracting confessions from other prisoners, using violence, torture, sexual violence and other inhuman and degrading acts.”

The Prosecutor General’s Office of Ukraine has requested Brazhnikov’s extradition, but France, under its law, can investigate the case itself and sentence the suspect to a long prison term.
