The vote has deepened a parallel governance crisis in the region, raising questions about the durability of the November 2022 Pretoria Agreement that ended a two-year civil war between the TPLF and the federal government of Prime Minister Abiy Ahmed.
The Pretoria Agreement mandated the disarmament of TPLF forces and the reintegration of Tigray into federal structures, but its implementation has remained contested, with rival administrative bodies operating simultaneously in the region.
