Russia will be able to replenish its National Welfare Fund for the first time in almost a year amid a surge in oil revenues, — Bloomberg.
According to the agency, the Russian Ministry of Finance plans to purchase 110 billion rubles (about $1.5 billion) worth of foreign currency and gold in May. These will be the first such transactions since June last year and include deferred purchases for March and April.
The increase is linked to higher oil prices driven by the war in the Middle East. Under Russia’s budget rule, excess energy revenues are transferred to the reserve if the export price of Russian oil exceeds $59 per barrel. If prices fall below that level, the fund is used to cover the budget deficit.
Reuters reports that the planned purchases were lower than market expectations. Sofia Donetsk, chief economist at T-Investment, said this reflects the fact that Russia’s oil and gas revenues in April did not fully match the rise in oil prices.
For reference, the National Welfare Fund is Russia’s reserve built from oil and gas revenues. During the war, it has been actively used to support the budget and the economy. According to the Russian Ministry of Finance, as of May 1, the fund totaled 13.2 trillion rubles, but its liquid portion was significantly smaller — about 3.6 trillion rubles.
Reuters previously reported that the fund’s liquid assets fell from over $130 billion before the war to around $50 billion at the start of 2025. The current replenishment therefore appears to be temporary, driven by higher oil prices.

🇭🇺🇺🇦 Zelensky: An important step in relations with Hungary: today, Oschadbank's funds and valuables seized by Hungarian special services in March of this year were returned.
At that time, the Hungarian side unlawfully detained Ukrainian collectors. We returned the people faster, and now the funds and valuables are already on Ukrainian territory in full.
I am grateful to Hungary for the constructive and civilized step. I thank everyone in the Ukrainian team who fought for a fair decision and defended the interests of our state and our people. Glory to Ukraine!
