Hungary's intelligence services have been using Israeli-made surveillance tools to track hundreds of millions of people, OsintFlow reports citing a VSquare and Citizen Lab investigation.

The most powerful tool is Webloc, which pulls GPS, Wi-Fi, and ad data from over 500 million phones worldwide. It builds detailed profiles including home addresses, daily routines, political views, and health conditions.

The purchases were run through SCI-Network Ltd., headed by a former counterintelligence officer with ties to Orban's cabinet chief Antal Rogan, who controls both civilian intelligence and the PM's propaganda machine.

Licenses were renewed in March 2026 – just weeks before Hungary's elections.

👁🇭🇺 Big Brother in Hungarian: Orbán’s digital surveillance system, - OsintFlow

According to an investigation by VSquare in collaboration with Citizen Lab, Hungarian intelligence services have been using tools from the Israeli company Cobwebs Technologies for at least five years.

In parallel, solutions developed domestically are also being used - in particular through the company SCI-Network Ltd., which acts as an intermediary in the procurement. The most powerful product in this set is Webloc (also WebLock / WebLoc).

Webloc is a global geolocation surveillance system that tracks hundreds of millions of people based on data from mobile applications and digital advertising.

In fact, it is about the use of advertising identifiers of smartphones without the knowledge and consent of users. In the EU, this practice is considered illegal under the GDPR.

Documents show that Hungary has been using these tools since at least 2022. In March 2026 - a few weeks before the parliamentary elections - the licenses were renewed.
