🇯🇵🇨🇳 China Objects to Japan Easing Arms Exports

Japan's government under Prime Minister Takaichi Sanae is moving to relax restrictions on weapons exports. The draft proposal would allow lethal weapons exports in principle, with the National Security Council reviewing each case before notifying parliament. Japan's government plans to revise its defense equipment transfer principles and their operational guidelines within the month.

The ruling Liberal Democratic Party's Security Research Council held a meeting on April 6 at party headquarters, where the government presented the draft. Attendees reported no significant opposition, and the government intends to submit the proposal to a plenary session as early as the following week.

China's Foreign Ministry spokesperson Mao Ning, at a regular press briefing on April 7, said China had serious concerns about the move. She stated that Japan's accelerating remilitarization posed a threat to regional peace and stability, and urged Japan to honor its commitments in the military and security domain and act with caution.

Hungarian Prime Minister Viktor Orbán in October 2025 offered Vladimir Putin to become a “mouse” who would help the Russian “lion,” Bloomberg reports, citing a transcript of the telephone conversation available to the editorial office.

During the conversation on October 17, Orbán emphasized that he was ready to make every effort to help Putin with any issue, including ending the war in Ukraine by organizing peace talks in Budapest.

“Yesterday, our friendship rose to such a high level that I can help in any way. In any issue where I can be useful, I am at your service,” he said.

To emphasize his intentions, Orbán recalled Aesop’s fable about a mouse that freed a lion trapped after it had once saved the rodent’s life. According to him, the fable is very popular in Hungary. Putin laughed in response.

The two leaders spent most of the conversation exchanging compliments with each other and with U.S. President Donald Trump. Both spoke with Trump on October 16 about a possible meeting with Putin in Budapest, which ultimately did not take place.

“The more friends we make, the more opportunities we have to confront our adversaries,” Orbán said.

Putin responded by expressing admiration for Hungary’s “independent and flexible” position on the war in Ukraine.

“We don’t understand why such a balanced, moderate position only arouses objections,” he said.

Orbán and Putin then discussed organizing a summit with Trump.

Putin suggested starting with a meeting between Russian Foreign Minister Sergei Lavrov and U.S. Secretary of State Marco Rubio before “determining the appropriate level of representation.” Orbán proposed involving Hungarian Foreign Minister Péter Szijjártó in the preparations.

However, the Lavrov–Rubio meeting ultimately did not take place either due to Moscow’s maximalist demands regarding Ukraine, the journalists noted.

Orbán’s and Putin’s press secretaries did not respond to emailed requests for comment.
