Chung cited the EU's history of resolving long-standing regional animosity and achieving integration as factors making it a suitable mediator between the two Koreas. The Lee Jae Myung government has been seeking to revive inter-Korean dialogue to reduce military tensions.

North Korean leader Kim Jong-un formally designated South Korea the "most hostile state" in a speech to parliament last week, and Pyongyang has repeatedly ruled out dialogue with Seoul in recent months.
