Russia is building a large-scale transport network to consolidate control over occupied territories in southern Ukraine, according to Reuters.
The large-scale construction has been confirmed by satellite imagery. The logistics network is being used not only for civilian transport, but also to supply troops, move equipment, and export grain and mineral resources.
One of the key projects is the “Novorossiya Railway” system. It includes a planned 525-kilometer line, construction of which began in 2023.
At the same time, road infrastructure is also expanding. The “Novorossiya” highway is being built as part of the 1,400-kilometer “Azov Ring,” intended to link occupied Ukrainian territories with Russia and Crimea.
According to Reuters, the new rail and road routes already allow bypassing the Crimean Bridge, previously Russia’s main land and rail corridor to the peninsula and still considered vulnerable to Ukrainian strikes.
Russia is also focusing on ports in the Sea of Azov. The ports of Mariupol and Berdiansk, inactive in the early years of the war, have been restored and reopened under Russian control. Satellite images from August last year show new infrastructure in Mariupol, including a structure roughly the length of a football field and what appear to be coal stockpiles prepared for export.
Reuters reports that Russia has allocated about $11.8 billion in federal funds for the development of four occupied territories in 2024–2026 — nearly three times more than the combined funding for around two dozen other Russian regions in the priority development program.
Since 2023, about $425 million has also been allocated for railway construction and maintenance in these territories, with 20 contracts worth over $214 million signed for the Novorossiya route alone.
Analysts say this reflects not temporary military measures, but a long-term restructuring of logistics in the occupied areas, indicating that Moscow is preparing to hold these territories for years, regardless of future negotiations.

«Атакованные боевики систематически использовали машины скорой помощи для перемещения оружия с севера на юг Ливана в рамках продолжающихся террористических действий и с целью применения против сил ЦАХАЛ и государства Израиль.
Только за последний месяц десятки ракет были выпущены по территории Израиля и силам ЦАХАЛ из районов, где действовали эти боевики, при этом они использовали машины скорой помощи и медицинскую инфраструктуру в военных целях.
Использование машин скорой помощи и медицинских команд для сокрытия террористической деятельности является серьёзным нарушением международного права.
Согласно инструкциям ЦАХАЛ и нормам международного права, медицинские команды пользуются специальной защитой при условии, что они не выполняют враждебные действия вне своих гуманитарных обязанностей и действуют в рамках закона.
Этот инцидент является ещё одним примером циничного и систематического использования террористической организацией «Хезболла» медицинской инфраструктуры в военных целях», — говорится в заявлении.
