Der Dnister, der in der Ukraine entspringt und über Moldau ins Schwarze Meer fließt, versorgt etwa 80 Prozent der 2,4 Millionen Einwohner des Nachbarlandes der Ukraine mit Trinkwasser. Am Montag hatte die Regierung in Chisinau wegen der Verschmutzung des Flusses einen 15-tägigen Umweltalarm ausgegeben. Sie geht davon aus, dass ein russischer Angriff auf das Wasserkraftwerk am Dnister am 7. März den Austritt von Kraftstoff zur Folge hatte.
