The European Commission has developed a plan to invest in economically affected EU regions bordering Russia, Belarus, and Ukraine, Politico reports.

Reduced investment, lower freight traffic, and a decline in tourism have hit the EU’s eastern regions, particularly the Baltic states, Finland, and Poland. The Commission’s strategy aims to encourage international financial institutions to finance these areas but does not provide for new EU funding.

According to an unnamed Commission official, there are concerns that depopulation of these easternmost regions could weaken Europe’s ability to protect its borders. Brussels also fears that economic hardship could push residents to support fringe parties and make them more vulnerable to Russian propaganda.

The plan prioritizes revitalizing border areas that have suffered economic decline as a result of Russia’s invasion, whether due to reduced tourism or the risks of living near the Ukrainian border.

However, the strategy, to be presented by Executive Vice-President for Cohesion Raffaele Fitto, does not include new funds, as the current EU budget running until 2028 is overstretched, two Commission officials said.

Under the proposal, global financial institutions would join an “EastInvest platform,” which would take effect immediately to meet investment needs and provide financial assistance to these regions.

Brussels would allow countries bordering Russia and Belarus — Finland, Poland, Estonia, Latvia, and Lithuania — to use part of their EU regional development funds to provide guarantees to the European Investment Bank, the European Bank for Reconstruction and Development, the Nordic Investment Bank, and national banks to stimulate investment in their eastern regions. The goal is to offer affordable loans to businesses in areas bordering Ukraine that might otherwise struggle to access financing.

A Commission official said the door remains open for other EU countries bordering Ukraine, including Romania, Hungary, and Slovakia, to join later.

As a partial concession to the Baltic states, the Commission said it would explore allocating specific funds for Eastern Border Regions under the future €410 billion European Competitiveness Fund starting in 2028. This would mark a significant shift, as the Commission had previously rejected adding geographical criteria to the new fund.

According to Russian sources, Lieutenant General Sergei "The Butcher" Sergeyevich Akhmedov was removed as deputy commander in chief of the navy for coastal and ground forces. Gennady Viktorovich Anashkin has been appointed to the post. Russian soldiers and milbloggers were extremely unhappy with Akhmedov, citing his reckless assault commands on Pavlivka and Vuhledar, general command of the 20th Army near Kupyansk and clueless operations toward Pokrovsk.
