In Russia, wage arrears more than doubled in 2025, Russian statistics reports.

Overdue wages in the Russian Federation increased 2.3 times over the year, reaching 2.077 billion rubles. By the end of 2025, 14,700 people had not received their salaries — 6,500 more than a year earlier.

In absolute terms, the growth in unpaid wages — 1.134 billion rubles — became the largest since 2016, when arrears reached 1.566 billion rubles. In relative terms, the increase of 127% marked the sharpest jump in 20 years of available statistics.

About 87% of unpaid salaries are linked to employers’ “lack of own funds.” This category rose by 98% over the year, reaching 1.763 billion rubles. The remaining 13% — 263.9 million rubles — concern state-sector workers. Nearly all of these arrears are tied to problems with regional budgets, accounting for 262.6 million rubles.

Experts attribute the rise in wage debts to the unstable financial position of many companies amid an economic slowdown. High interest rates have also limited access to short-term loans previously used to cover payroll obligations.

Delays in state-sector wages are mainly connected to regional financial difficulties. Last year, local budgets recorded a combined deficit of 1.5 trillion rubles — the highest since 2011.
