We must be able to win the fight tonight and be ready tomorrow. What geopolitical role do we want Europe to play? Could we establish EU military capabilities financed and owned by the member states?

Europe can be slow. Unanimity means we cannot always act at the speed of relevance. Of course, there are policy differences among member states. This is all natural.

But unanimity is also used by some as a bargaining tool, and it cannot be that one country’s veto defines the policy for others.

🇪🇺 The Council of Europe has prepared the text of an agreement to launch the work of a special tribunal against the Russian Federation, Ukraine’s Permanent Representative said.

According to Tochytskyi, questions from several member states are currently being addressed, in particular regarding the tribunal’s budget, premises and other operational expenses.

▪️«Объявление о строительстве TRIPP («Маршрут Трампа») и активизация США на Южном Кавказе вызвали широкий резонанс. Однако спустя пять месяцев по-прежнему неясны сроки реализации проекта и компания-оператор.

▪️Ключевой вопрос — стремятся ли США к стратегическому присутствию в регионе или ограничиваются экономическим участием. ▪️TRIPP в первую очередь является бизнес-проектом, но может перерасти в стратегический актив США, связав Азию и Европу в обход России и Ирана. Проект способен включать транспортные, энергетические и железнодорожные коридоры, обеспечив поставки ресурсов Центральной Азии в Европу через Каспий.

▪️Россия долгое время сохраняла влияние в регионе, используя Карабахский конфликт, однако по мере его завершения это влияние ослабевает. США стремятся заполнить формирующийся вакуум, продвигая мирное урегулирование, экономическое сотрудничество и посредничество между Баку и Ереваном. Возможное участие Грузии усиливает стратегическое значение TRIPP.

▪️Вашингтон делает ставку на региональную консолидацию через экономические интересы, что вступает в противоречие с позицией государств, выступающих против расширения влияния США. Учитывая тесные связи Южного Кавказа и Центральной Азии, любые изменения баланса в одном регионе отразятся на другом.

▪️Администрация Трампа также стремится расширить Соглашения Авраама за пределы Ближнего Востока, включая в них Азербайджан и Казахстан. Речь идёт не столько о нормализации, сколько об институционализации сотрудничества под эгидой США.

▪️Политика Вашингтона становится более многослойной. 14 января 2025 года США подписали договор о стратегическом партнёрстве с Арменией, а 8 августа — меморандум с Азербайджаном о подготовке Хартии стратегического партнёрства. Также была приостановлена 907-я поправка, что расширило взаимодействие Баку и Вашингтона.

▪️США выделили Армении $145 млн в рамках первого транша финансирования TRIPP — на инфраструктуру, торговлю, цепочки поставок и безопасность границ. Грузия, несмотря на сложности в отношениях с США, также рассматривается как важный участник региональной стратегии и возможный партнёр проекта.

▪️Хотя политическая поддержка TRIPP очевидна, сроки его реализации остаются неопределёнными. В случае запуска маршрут может обеспечить США устойчивое присутствие в регионе. По данным армянских властей, Ереван и Вашингтон планируют создать консорциум для строительства и эксплуатации железной дороги, а также сопутствующей инфраструктуры, что станет ключом к экономической жизнеспособности проекта», — написал армянский политолог.

EU foreign policy chief Kaja Kallas called for changing EU decision-making on foreign and security policy from unanimity to qualified majority voting. She said unanimity among all 27 member states slows action and allows individual countries to use vetoes as bargaining tools. Kallas argued Europe can no longer rely on Washington as its main center of gravity and warned the shift is structural, not temporary.
