A peace agreement with Rwanda is "almost finalized," Félix Tshisekedi said on the sidelines of the COP30 climate summit in Brazil.

"In a few days, the Americans, through the White House, will officially send us invitations to conclude these negotiations with a peace agreement," he noted.

However, the president remains vigilant: "We are not naive, we know that we did not cause this. This war was created because of our wealth."

He openly accuses foreign interests of fueling the conflict in order to seize the resources of the Democratic Republic of the Congo, to the detriment of the national economy.

"We have reached the limit: now it is time to reap the fruits of lasting peace," he stressed.

These statements come as eastern DRC remains plagued by insecurity, with fighting against the rebel M23, accused of being supported by Kigali—which Rwanda denies. Millions of people have been displaced.

An agreement was signed in June 2025 between Kinshasa and Kigali, but its implementation is delayed. Both the agreement and its economic component signed on November 7 in Washington will only move forward if security commitments are fully respected.

These include the withdrawal of Rwandan troops from eastern Congo and the end of operations against the Democratic Forces for the Liberation of Rwanda armed group, based in the DRC.
