59. The Orphan Train Movement

The Orphan Train Movement, spanning from 1854 to 1929, was a pioneering social experiment in American history. During this period, estimates indicate that as many as 400,000 children were relocated via trains from the overcrowded city streets to farming families in rural areas of the American heartland. This initiative laid the groundwork for the organised foster care system.

While some children discovered stable, affectionate homes that offered them opportunities for growth, others endured severe hardships, including exploitation and abuse. Prior to this movement, destitute or orphaned children frequently resided in almshouses, jails or wandered the streets. Intervention was necessary.

The Industrial Revolution exacerbated urban poverty in New York City through mass immigration from Europe. Irish immigrants fled the devastating potato famine, whist Germans escaped religious persecution, warfare and poverty. This influx overwhelmed the infrastructure, proliferating slums. Parents, unable to provide for their families, often ousted children as young as five to fend for themselves, though jobs remained scarce.

Epidemics of cholera and tuberculosis claimed countless parental lives, orphaning children and prompting widespread abandonment of babies at churches and police stations. To survive, older children joined violent gangs, engaging in theft and contributing to the highest murder rates of any city worldwide. Child prostitution was rampant.

Almshouses, intended as refuges, operated like prisons, imposing harsh punishments, abuse, neglect, inadequate nutrition and squalid conditions. Many children were incarcerated in adult prisons and some faced public hangings as early as age twelve. By 1850, an estimated thirty thousand children roamed homeless in New York City.

Charles Loring Brace, an abolitionist, religious and moral writer from a family advocating for the rights of slaves and women, witnessed the dire conditions in the Five Points neighbourhood. He resolved to assist these impoverished children, committing to place each child with a morally upright family, emphasising the importance of familial environments over institutional care. This approach recognised and prioritised the developmental needs of children.

In 1853, Brace established the Children's Aid Society, collaborating with Sister Mary Irene of the New York Foundling Hospital to transport children to rural destinations. Upon reaching these areas, children were frequently displayed in lineups for prospective parents, who inspected their teeth and muscles in a manner reminiscent of slave auctions or livestock sales. Some adults even specified preferences as if selecting children from a catalogue.

Predominantly, children were chosen for farm labour rather than genuine adoption. While certain individuals secured loving homes, financial security and productive adulthoods, many suffered abuse, neglect, overwork and exploitation. Notably, numerous participants were not true orphans; they pleaded to remain in the city until familial circumstances improved, but their appeals went unheeded. At first, some also had welfare checks with representatives from the almshouse, but these soon ceased.

Orphan train riders often faced stigma and discrimination, perceived as morally tainted. Many arrived frightened, confused and distrustful of adults, viewed merely as hired help or lesser beings. Education was frequently withheld, siblings were separated and new identities were imposed, severing ties to their pasts. Inadequate record-keeping resulted in profound identity loss.

The Great Depression rendered rural families unable to support additional children, precipitating the end of the movement. Although it influenced child labour laws, welfare policies and rights, the experiment generated complex challenges, including the emergence of the modern foster care system, which remains below standard in many respects. Today, at least two million descendants trace their lineage to these largely forgotten children.
