Acting Governor of the Kursk Region Alexander Khinshtein, Governor of the Belgorod Region Vyacheslav Gladkov, and Governor of the Bryansk Region Alexander Bogomaz took part in the meeting.

The President has approved a list of instructions following the State Council Presidium meeting on the Infrastructure for Living national project
Some of the instructions include:
🔹amendments are to be made to legislation to ensure the improvement of the policies governing the resettlement of individuals residing in dilapidated housing, standardise the repair and maintenance of communal facilities in residential blocks, and introduce a system of housing savings plans for citizens;
🔹steps are to be taken to reduce bankruptcy risks for organisations engaged in housing construction;
🔹a temporary programme is to be established for subsidising loans provided to real estate developers as part of implementing the policy of project lending for housing projects with scheduled commissioning dates set in 2026;
🔹a set of measures aimed at boosting private housing construction is to be established within the purview of the Infrastructure for Living national project;
🔹families with children aged 14 years and younger, as well as families of participants in the special military operation are to be provided a mortgage loan under the preferential mortgage programme for families with children;
🔹repair and maintenance services of communal facilities in residential blocks are to exempt from VAT when provided by legal entities of any kind or individual entrepreneurs engaged in residential block management under proper licenses and using the simplified taxation system.

In particular, the Roscosmos State Corporation and the Ministry of Science and Higher Education were instructed to arrange internships for students pursuing degrees in aerospace engineering and space science at the cosmodromes of Baikonur and Vostochny and in other relevant organisations.
Additionally, Roscosmos was instructed to provide support for launches of small spacecraft for educational or scientific purposes, extending the UniverSat programme.
