TCI (Mokhaberat) may be load balancing off multiple GFW instances or rotating transit routing constantly, this is either on purpose or by accident, I prefer it's by accident it's more likely that they have some hidden GFW in some corner they haven't able to find out, and when the traffic is load balaced to that port, hits with the malfunctioned GFW (or on purpose) and connection gets disconnects a little or drops packets, making the Internet experience inconsistent and congestion control of TCP adjusting itself frequently

MPLS looks pretty stable even tested from Hong Kong, so it's probably intentional, because they don't have enough GFW compute power, and can't do fail close, thus QoS + drop random packets + fail open, this makes GFW have higher chance and success rate to inspect and filter traffic

I don't think Iran contaminations DNS records other than A anymore, not even AAAA, and there is a chance to get unfiltered DNS results reply, if you send a bunch of requests to all DNS servers in Iran, probably because the GFW resources aren't enough to do complete injection and failed to drop packets from origin server.
