Working on opposition to the government's motion to stay in the Rai case tonight and just noticed the craziest thing. They try to get the court's sympathy for their efforts to process visa applicants delayed by a now rescinded Trump proclamation (PP 9645/Muslim ban), when the true purpose of their appeal is establishing Biden's authority to do the same thing.
