អ្នកនាំពាក្យក្រសួងការពារជាតិ នៃព្រះរាជាណាចក្រកម្ពុជា សូមជម្រាបជូនសាធារណជន អ្នកសារព័ត៌មានជាតិ និងអន្តរជាតិមេត្តាជ្រាបថា៖

នៅថ្ងៃព្រហស្បតិ៍ ទី២៥ ខែមិថុនា ឆ្នាំ២០២៦ វេលាម៉ោង ១៣:៤៥នាទីរសៀល ក្រុមអ្នកសម្របសម្រួល (CLG) នៃព្រះរាជាណាចក្រកម្ពុជា បានសម្របសម្រួលជូនក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT) ដឹកនាំដោយប្រធានបេសកកម្មក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (HOM AOT) ហ្វីលីពីន ដើម្បីចុះសង្កេតការណ៍ ផ្ទៀងផ្ទាត់ និងចុះសួរសុខទុក្ខដល់ជនភៀសសឹកនៅឃុំពង្រ ស្រុកចុងកាល់ ខេត្តឧត្តរមានជ័យ សរុបចំនួន ៤៩០គ្រួសារ ស្មើនឹង ១៩៨០នាក់ ដែលមិនទាន់អាចវិលត្រឡប់ទៅកាន់លំនៅដ្ឋានរបស់ពួកគាត់វិញបាននៅឡើយ ដោយសារការចូលកាន់កាប់ទឹកដីកម្ពុជាដោយខុសច្បាប់ពីសំណាក់កងកម្លាំងយោធាថៃនៅតំបន់មួយចំនួនតាមរយៈការរាយបន្លាលួស ទូកុងតឺន័រ រួមទាំងផ្ទះសម្បែងក៏ត្រូវបានបំផ្លិចបំផ្លាញផងដែរ។

ការចុះសង្កេតការណ៍ ផ្ទៀងផ្ទាត់ និងចុះសួរសុខទុក្ខដល់ជនភៀសសឹកដែលមិនអាចវិលត្រលប់ទៅផ្ទះសម្បែងវិញបានរបស់ក្រុមអ្នកសង្កេតការណ៍អាស៊ាន គូសបញ្ជាក់ពីភាពចាំបាច់ជាដាច់ខាតក្នុងការចាប់ផ្តើមកិច្ចការវាស់វែងខ័ណ្ឌសីមាដោយគណៈកម្មការចម្រុះខ័ណ្ឌសីមាព្រំដែនគោក (JBC) កម្ពុជា-ថៃ ឱ្យបានឆាប់បំផុត ស្របតាមកិច្ចព្រមព្រៀងដែលមានស្រាប់ដូចមានចែងនៅក្នុងចំនុចទីបីនៃសេចក្តីប្រកាសរួមនៃកិច្ចប្រជុំពិសេសលើកទី៣ នៃគណៈកម្មាធិការព្រំដែនទូទៅកម្ពុជា-ថៃ (GBC) ថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥ ដើម្បីអនុញ្ញាតឱ្យប្រជាពលរដ្ឋស៊ីវិលស្លូតត្រង់របស់កម្ពុជាអាចវិលត្រលប់ទៅលំនៅដ្ឋានវិញដោយមិនមានការរារាំង ព្រមទាំងដោយសុវត្ថិភាព និងកិត្តិយស។

The Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia, wishes to inform the public as well as members of national and international media as follows:

On Thursday, June 25, 2026, at 01:45 p.m., the Cambodian Liaison Group (CLG) of the Kingdom of Cambodia coordinated a visit for the ASEAN Observer Team (AOT), led by the Head of Mission of the ASEAN Observer Team (HOM AOT) from the Philippines, to observe, verify, and visit displaced civilian at Pong Ro commune, Chong Kal district, Oddar Meanchey province, with a total of 490 families, equivalent to 1,980 people. The displaced civilian have not yet been able to return to their homes due to the illegal occupation of Cambodian territory by Thai military forces in certain areas, which includes the deployment of barbed wire, shipping containers, and the destruction of their houses.

The ASEAN Observer Team's (AOT) observation, verification, and visit to displaced civilian who remain unable to return home underscore the absolute necessity for the Cambodia-Thailand Joint Boundary Commission (JBC) to launch border demarcation work as soon as possible. This alignment adheres to existing agreements, specifically point three of the Joint Statement from the 3rd Special Meeting of the Cambodia-Thailand General Border Committee (GBC) on December 27, 2025, which aims to ensure that our citizens can safely, peacefully, and with dignity return to their homes without any obstruction.

Cambodia maintains a firm stance on protecting the Cambodia–Thailand international border as established by the Indochina–Siam Boundary Commission, by respecting the principles of international law, including the principle of the intangibility of inherited borders (Uti Possidetis Juris), and by respecting the Franco–Siamese conventions and treaties, maps, and the procès-verbaux of the Commission of the Abornement of the Boundary between Indo-China and Siam, as well as relevant agreements and documents that both parties have previously agreed upon. Cambodia absolutely does not recognize any border alterations resulting from the use of force.

The public, as well as national and international journalists, are hereby informed of the facts regarding this matter.

With the authorization of H.E. General Tea Seiha, Deputy Prime Minister and Minister of National Defence, H.E. Lieutenant General Rath Dararoth, Secretary of State of the Ministry of National Defence, received a courtesy call and held a working discussion with Mr. Jürg Montani, Head of the Regional Delegation of the International Committee of the Red Cross (ICRC) in Asia, and his delegation.
 
During the meeting, H.E. Secretary of State expressed his profound gratitude to the ICRC for its continued and active support to Cambodia, particularly for its active and fruitful facilitation leading to the release of 18 heroic Cambodian soldiers who were previously illegally captured by the Thai side. He noted this as a highly significant contribution by the ICRC.

In response, Mr. Jürg Montani expressed his satisfaction in contributing to this facilitation and underscored the ICRC's commitment to continuing its support and further strengthening its cooperation with Cambodia.

Additionally, H.E. Secretary of State briefed the delegation on the situation along the Cambodia-Thailand border and reaffirmed the firm stance of the Ministry of National Defence in resolving border issues peacefully, based on international law and in strict compliance with existing conventions, treaties, and agreements between Cambodia and Thailand.

As a result, both sides highly valued the close cooperation between the Royal Cambodian Armed Forces and the ICRC. They also reaffirmed their shared commitment to supporting respect for international law, including International Humanitarian Law (IHL), to address humanitarian needs, while contributing to the promotion of peace, stability, and safety in the region.
