ORGANIZATIONAL CONTEXT

This job is based in Addis Ababa WFP Country Office. Job holders report to the head of IT or the designate.
Job holders operate with minimal supervision and provide guidance to junior staff to ensure that objectives are achieved. They are responsible for a broad range of daily activities, analytical work and deliver technical support by modifying existing systems, and resolving straightforward issues/problems. They also develop and/or support the usage of systems and applications, data, and databases.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The United Nations World Food Programme (WFP) TEC Branch is responsible for preparing, coordinating, and managing WFP’s Communications tools and procedures for the country wide response. The CO TEC has the overall responsibility to assess, build, enhance, and restore communications services for emergency response and steady-state operations. The IT Officer-Telecommunication will oversee the review of current communications support services, and provide or implement recommendations on the design, establishment, upgrading or maintenance of connectivity and critical communication services.
The incumbent is required to be deployed for long-term field missions.

KEY ACCOUNTABILITIES (not all-inclusive)

Work closely with WFP security unit and stake holders countrywide to design, budget and plan communications systems/equipment/services for the CO.

Provide leadership in WFP emergences where we need to respond to and systems set up required.

Build local TEC capacity on overall management of communications, network equipment and extend this to technical working groups and humanitarian agencies.

Provide technical advice, specifications for procurement and reception, inspection of goods and services within the area of expertise.

Design SOP’s and identify the training needs of CO staff and personnel on mission, on the correct use of communications equipment.

Ensure that all the inventories of equipment including satellite phones are in place and that a predictable preventative maintanence and replacement plan of equipment is established.

Design, install, or supervise installations or upgrades of communications networks, ranging from simple single (isolated) repeaters to complex repeater network, including end user equipment (mobile and/or handheld equipment)

Contribute to prototyping new solutions based on communications technology.

Participate in country-based UN security networks assessments on communication, connectivity, and security procedures, coordinating with inter-agency heads of security, partners, and UNDSS.

Participate in the review of the UN communications networks and provide observations and recommendations. Present findings to the CO head of TEC, Security and ASMT, with comprehensive mission report for endorsement and implementation.

Participate in working groups on the standardization of solutions.

Identify solutions related to new technologies, while presenting the realities of field situations and constraints

Participate in local related working groups and activities, Inter-Agency teams (ICT Working Groups)/TESS and work in accordance with the Government and local authority’s guideline.

Perform any other related duty as required.

DELIVERABLES AT THE END OF THE CONTRACT

1. Mission reports completed within 10 days of each field mission / activity.
2. Proposal for continuous improvement or enhancement of TESS communication standards shared.
3. Support the change management approach in the transition and/or implementation of security telecommunications implementations in the field
4. Lead the implementing team when delivering services in complex operations for telecommunications projects

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Telecommunications or relevant field. An advanced university degree in Telecommunication or similar will be an added advantage.
Experience: Typically, 8 years of hands-on experience with HF/VHF radio, both analog and digital networks, including configuration, installation, and deployment of Motorola and Codan equipment. Experience in the UN Selcall / Callsign standards is highly desired.
Knowledge & Skills:

Ability to work within a team to design, plan and execute projects in the field, and specifically in emergency situations.

Ability and willingness to operate in hard living conditions, respond and travel to emergencies within 24 hours, to operate in distributed / decentralised teams and to engage with and support partners.

Ability to work independently through appropriate personal initiative and regular follow-ups.

Highly developed written and oral communication skills with the ability to influence and adapt communication styles to different situations and individuals.

Collaborative hands-on team member and relationship-builder with a facilitative nature and strong business partnering skills towards colleagues and stakeholders.
