I could give you a couple reasons on why that's NOT going to happen.
a) Putin is trying to hold on to Chechnya as hard as he can. We've had conflicts there before, and the russian government can't control it because they're afraid they'll lose control due to separatists and whoopsie-daisy we got a new war on our hands. Kadyrov helps keep all of this shit in check in exchange for basically doing whatever he wants in the region.
b) Gay people? In my Chechnya? That's.. not likely in the slightest, actually. The upbringing and general climate will keep you in denial VERY hard, even if you are gay. These are extremely conservative people. When Kadyrov said that there are no gay people there, he wasn't entirely lying. Source: a friend of mine who lives there.
c) Russia's republics are mostly autonomous. This means that unless they're breaking federal law they're free to do whatever, including blocking an obscure russian website for containing a recipe for Minecraft's TNT. I'm not joking. Thankfully, even Roskomnadzor considered that rather idiotic. So, really, unless someone can prove that those camps exist (I have reasons to doubt it), I don't think anyone will give a shit.
d) Russia itself, not just Chechnya, is more homophobic than reasonable. I'm pretty sure new generations are way more accepting of gay people, but.. not the old fucks in power, that's for sure. Gay people have always been associated with the West. You know, the countries that have actively worked against you for at least a century. Younger people don't have that type of hatred towards the west, so hopefully this will improve later?
