'His shot' implies he even fired the bullets. If I made an educated guess, I'd bet it was one of the at least 3 snipers positioned in the windows of the very building the shooter was on top of, as confirmed by reports. And not the regular police snipers we know of. What better cover for intelligence services to fire a sniper rifle than in a building with other snipers. We know they ran drills of the exact scenarios on 9/11, 7/7 and so on; this scenario presents the perfect opportunity for cover and alibi and would take years to sort out in court tribunals - if it ever publicly got that far.
I agree all the secret service are bound to absolute secrecy in their 'societies'. The agents with poor performance could either be just that - or actors designed to give that impression. The SS that jumped on Trump are entirely in on it, as to allow him to stop, reveal his head and pump his fist are massive disqualifications in procedure - they would have no idea if a second shooter were waiting for example.
But yes I agree with your last point, there could well be countless Targeted Individuals and Manchurian Candidates lined up in every city in the world.
Finally I'll say it could all be fake and gay, there may not have been any bullets, like there were no planes on 9/11, maybe Trump wasn't shot at all or maybe he was and they did it with Jewish Space Lasers.
