Emphasis on mass education, including education for women.

Establishment of training institutions for teachers.



7. Moral and Religious Education

Suggested moral instruction but no religious education in government institutions.



8. Encouragement to Private Enterprises

Private efforts in education were to be encouraged and supported with grants.
